2023 is the 5th anniversary for Shanghai to carry out the One Net for All government service reform. The Yangpu District One Net for All special team, together with the Publicity Department of the CPC Yangpu District Committee and the District Integrated Media Center, jointly launched a series of reports on the 5th anniversary of the One Net for All in Yangpu, focusing on the reform of our district’s service processing channels and presenting the convenience brought by the One Net for All reform.
For the past five years, the Community Affairs Acceptance Service Center of Yinhang Sub-district in Yangpu District has always adhered to the service concept of "sincerity, patience, and meticulousness", continuously explored and innovated in deepening the One Net for All reform, continuously improved services in listening to the voices of the public and responding to their expectations, and worked hard to provide “powerful and warmer” government services for enterprises and the public.
One Net for All Self-service Terminal for Nearby Handling, Truly Worry Free
The Yinhang Sub-district Community Affairs Acceptance Service Center extends its service tentacles by installing a one-stop self-service terminal, exploring a new service model for residents to handle personal service in the “nearby” and “one-time” way, and creating a government convenience store at the doorstep of citizens. At present, the One Net for All self-service terminal can handle more than 100 high-frequency service projects for citizens, including medical insurance inquiries and replacement of medical record books, involving multiple aspects such as medical insurance, human resources and social security, housing and construction, economic and information technology, public security, disabled persons' federations, civil affairs, archives, and market supervision.
“In the past, when printing medical records, people had to go to the community affairs acceptance service center. They had to consider both distance and time. Now, the doorstep service station can handle it on their own, which is much more convenient,” said community resident Master Chen.
One Net for All Remote Virtual Window Data Delivery is Truly Convenient
In September this year, the Party and Non-party Service Center of Yinhang Sub-district opened a remote virtual window service for community affairs acceptance, which can remotely handle 175 government service items, including the application, replacement, and re-issuance of medical record books, personal housing provident fund and urban basic pension insurance payment inquiries, printing personal electronic certificates and other high-frequency service items.
The remote virtual window extension service point is another innovative measure to promote grassroots burden reduction and energy enhancement, and to achieve residents’ “nearby services and doorstep services”. Residents can queue up with a one click number through the professional equipment installed at the extension point in the center, and communicate with the staff of the reception center through video connection for screen to screen communication. After confirming the business needs of residents, the center staff can remotely operate the intelligent dual screen all-in-one machine at the extended service point, such as reading cards, scanning codes, and collecting materials and images, to complete the corresponding procedures through the acceptance system, truly realizing the replacement of manual operation with “data transmission”.
Community resident Mr. Zhang learned during an event at the Party and Non-party Service Center in Yinhang Sub-district that the replacement of the medical record book now supports remote virtual window processing. Therefore, Mr. Zhang completed the acceptance of the matter through the remote virtual window of One Net for All in the Shanghai Mobile Service Citizen Cloud, and received the new medical record book in just three minutes. It is reported that compared to previous offline processing, processing this business through a remote virtual window can reduce the average time by about 30 minutes.
For the past five years, Yangpu District has always adhered to the reform concept of “people’s city for the people”, and has always regarded the expectations of the business and the public as the goal and direction of the One Net for All reform.
