Over the past five years, the Emergency Bureau of Yangpu District has attached great importance to the reform of government services through the One Net for All initiative. Through continuous promotion and deepening of administrative approval reform in the field of hazardous chemicals, standard and efficient administrative approval work has been carried out, professional and enthusiastic service has been provided to businesses in the region, enhancing guidance and post-supervision, and firmly maintaining safety bottom lines. A good business environment has been actively maintained. “Online Process in the Entire Process” Helps Upgrade Regulated and Efficient Administrative Approval
At present, the Yangpu District Emergency Bureau supports online acceptance, review, and issuance of five administrative approval items, including the issuance of hazardous chemical business licenses, safety condition reviews for hazardous chemical construction projects, safety facility design reviews for hazardous chemical construction projects, issuance of hazardous chemical safety use licenses, and safety facility design reviews for metal smelting construction projects. Among these five administrative approval items, four have been immediate approved, and out of the 23 application scenarios related to one administrative approval item, 19 have taken immediate approval, achieving “on-site acceptance and completion”. This has significantly improved the efficiency for businesses and the public, thus truly achieving the goal of “more data transmission and fewer travels by businesses”.
In addition, the Yangpu District Emergency Bureau strictly adheres to the principle of “four unification” to achieve material exemption. All four types of materials that can be shared through data, verified through the network, collected through previous processes, and non essential are not required to be submitted.
Preliminary Guidance Improves Satisfaction of Businesses and the Public
From the perspective of serving businesses, the Emergency Bureau of Yangpu District has proposed the 1.0 version reform of “taking a step forward and providing active service”, which facilitates telephone consultation, WeChat consultation, on-site consultation and other channels and methods, provides preliminary consultation services to applying businesses, and improves the completeness of online submission materials and the overall online processing rate of businesses.
In order to optimize the process of handling affairs and improve efficiency, the Yangpu District Emergency Bureau has been innovative to launch the 2.0 version optimization of “optimizing service guidance and supplementing materials in a day” on version 1.0, which further strengthens the guidance service for applying businesses, closely tracks the rectification situation of businesses in a day, efficiently completes approval matters, and effectively improves the satisfaction of businesses.
“Joint Random Check” to Enhance In-process and Post Supervision
In order to strengthen the in-process and post-supervision, continuously regulate the market operation behavior of hazardous chemical businesses, and maintain a safe, stable, and orderly business environment, the Yangpu District Emergency Bureau prepares an annual double random inspection plan for hazardous chemical operators. Relying on the “Internet plus+Supervision” information platform, it randomly selects the inspection objects. In collaboration with the District Market Supervision Bureau, District Public Security Branch, District Ecological Environment Bureau, District Construction Management Committee and other departments, it carries out cross-sector double random joint spot checks on relevant departments. About 96 hazardous chemicals operators have been selected.
