In the past five years, Yangpu District worked hard to promote online “efficient handling of one thing”, electronic certificate, pilot-test sub-district for One Net for All in the Yangtze River Delta, remote assistance, entry of One Net for All self-service terminals into industrial parks, and opening window to report “unavailable service”. Wujiaochang Sub-district Community Affairs Acceptance Service Center has taken measures to adapt to the One Net for All reform, empowered government services with data, explored the service acceptance process and mode, and focused on solving the difficulties and blockages in government services for businesses and the public, such as “difficult to gain service, slow to process service, travel to a few departments, and back and forth travels”, thus truly achieving “more data transmission, fewer people travels”.
Electronic Certificate to Secure Fast Handling in the One Net for All
“My residence registration is now six months since first approved. I want to apply for a residence permit. But I am not having my ID card with me. Can I apply for it now?” “You can search for ‘One thing to do for a residence permit’ in the ‘Shanghai Mobile Service’ applet. And you can apply online from home.” “That’s so convenient. I don’t have time to apply offline during work, but now I can apply online myself. The change is really fundamental.”
Recently, Ms. Chen, who was passing by the acceptance center, suddenly remembered that she had met the requirements for applying for a residence permit. However, because she passed by temporarily without carrying an ID card, she came to the acceptance center inquiry desk. When she learned that it was possible to do it online, she praised the changes brought by One Net for All.
For residents who forget to bring their ID documents when processing offline, window staff will assist them in handling the service through electronic certification, reducing the travels. In addition, for such services as applying for flexible employment and receiving unemployment allowances, the window staff of the acceptance center will also assist residents in online processing through the Shanghai One Net for All platform, thus simplifying the material filling process.
It is reported that this year, Wujiaochang Sub-district received 2,104 service applications on One Net for All and 8,483 applications for electronic certificates and licenses were mobilized.
No Need to Queue When Receiving Service on Self-service Terminals in the Industrial Park
The Community Affairs Acceptance Center of Wujiaochang Sub-district is active to promote the One Net for All self-service terminals to be arranged in industrial parks, allowing white-collar workers to complete tasks without leaving the park. “I heard that in order to exchange for a medical record book, I need to go to the community affairs acceptance center to apply, but I have been busy with work and have not had time to go there. Today, when I was working, I saw a One Net for All self-service machine installed here. I tried to operate it, and in a short while, the application was successful. I can also check social security information, which is really convenient!” exclaimed Ms. Shen in the Science Park of the University of Finance and Economics.
The Science Park in the University of Finance and Economics is the first one of its kind to install self-service terminal in Wujiaochang Sub-district. Currently, it can provide more than 100 service items for nearly 200 white-collar workers in the park, including the replacement of medical record books, printing of personal urban basic pension insurance payment queries, medical insurance information queries, and provident fund queries. This allows white-collar workers in the park to enjoy convenient and fast government services without leaving the park.
Remote Handling at Doorstep to Make Government Service Heartwarming
The Community Affairs Acceptance Center of Wujiaochang Sub-district is focusing on building an extended service point for “remote assistance”. Residents can queue up with just one click on the professional equipment at the extension point under the full “accompaniment” of the assistance staff. After the Acceptance Center staff connects to the remote ticket number through normal call signs, they can provide precise “screen to screen” and “one-on-one” services to residents through video connections, helping them smoothly complete relevant matters. After the acceptance is completed, residents can evaluate the remote service, and the evaluation results are directly imported into the city’s “good or bad evaluation” system, achieving a closed-loop government service process.
At present, the extended service point can remotely handle 175 high-frequency service matters, including the application, replacement, and re-issuance of medical record books, application for long-term care insurance related service, and inquiry of personal housing provident fund, covering 11 departments including social security, medical insurance, civil affairs, disability federation, health, housing and construction, public security, archives, general trade union, economic and information commission, and taxation.
Media Communication to Extend Dissemination of Benefits to the People
On the occasion of the fifth anniversary of the One Net for All, in order to further build a comprehensive high-quality service system and benefit more businesses and the public through the One Net for All reform, Wujiaochang Sub-district has recently set up multiple One Net for All fifth anniversary publicity points in the sunken square and community of Wujiaochang, further expanding the awareness and coverage of One Net for All, and letting more people understand and make good use of it.
Next, Wujiaochang Sub-district will continue to optimize its government service, enhance government service capabilities, actively promote the construction of a “15-minute government service circle”, and strive to promote the transformation of government services from “capable” to “easy” and “fast”, making positive contributions to optimizing the business environment and promoting high-quality economic development.
