Providing convenient and precise services for high-level foreign talents

In August 2023, Ms. Zhu, the head of an education company, called the Science and Technology Commission of Yangpu District to inquire about the extension of foreigners’ work permits in China and was told that it could be handled online. She completed the extension of three foreigners’ work permits online in just four working days without a single trip. This has remarkably saved the time of corporates.

In order to improve the accuracy of services for high-level foreign talents, the Commission set a service window for foreigners’ work and residence permits at Yangpu District Exit and Entry Administration Bureau (605 Songhu Road), which provides one-stop permit issuance and extension services for high-level foreign talents. By optimizing the approval process, the Commission reduces the time it takes and finishes the process in seven working days, remarkably improving efficiency.

In the future, the service window for foreigners’ work and residence permits will be upgraded in terms of convenience and accuracy. An online channel will be created to offer online appointments, data sharing and other functions.

“Enjoyment without application” allowing enterprises to easily get welfare subsidies

To implement the strategy of innovation-driven development, improve regional scientific and technological innovation capabilities and promote the independent innovation of scientific and technological SMEs in Yangpu District, the Commission launched funds and vouchers that allow for enjoyment without application to encourage government agencies to actively serve enterprises and the people and to create direct access to policy dividends and precise services. So far, more than 100 enterprises have enjoyed the services without application, getting a total of over 13 million yuan.

In response to the wave of technological changes in the global software and information service industry, Shanghai Cloud Valley was licensed and established in KIC in October 2010, laying the foundation for the Valley’s focus on industry incubation, cultivation and promotion, as well as its drive of technological changes. The Valley gathers the resources of Yangpu National Innovative (Pilot) District and the Cloud Computing Industry Financial Capital. It is a “four-in-one” functional area—a cloud computing enterprise incubator, an accelerator, a headquarters base and a talent training base.

At present, the Valley has realized socialized application of electronic licenses by accessing Shanghai’s socialized application interface for electronic licenses, Yangpu District’s legal person database and its credit information query interface, and using big data analysis and comparison. Empowered by electronic licenses, the Valley can analyze changes in data related to business licenses in real time according to needs, track the progress of high-tech enterprise identification, obtain enterprise evaluation information, automatically generate data reports, present changes in corporate operations and automatically generate operation analysis reports.

The application scenario is more accurate and authoritative than internet sources such as Qichacha in assisting the investment services and management of the Valley. While remarkably optimizing the business environment, it greatly reduces the workload of the staff and improves efficiency.
