Working together to provide barrier-free services
Over the past five years, Yangpu District has adhered to technology integration, business integration, data integration and online and offline integration to promote cross-departmental, cross-regional and cross-tier data sharing and collaboration so as to save enterprises’ and people’s time. It has consistently made innovation to provide diversified, personalized and thoughtful services for enterprises and the people.
All departments are involved to provide more online service options. In August 2023, Shanghai Shangli Culture and Technology Co., Ltd. completed Shanghai’s first remotely assisted application for a printing business license at an online comprehensive window of Yangpu District. By the end of the month, 111 services provided by 14 government agencies had been available at these windows.
A new service channel has been created to allow people to get government services on cell phones. On the basis of computer services, the Leading Group for Government Online-Offline Shanghai created the mobile service channel and provided new services, such as three-party video collaboration and “blockchain” electronic material sharing, to allow enterprises and the people to get government services through one-on-one remote assistance from thousands of miles away.
In the future, Yangpu District will focus on high-frequency matters that attract a lot of attention from the public, continue to improve online services and promote the model of online comprehensive windows to all government agencies, sub-district service centers and community service centers in Yangpu District based on the pilot project of the district-level government service center to build an efficient, convenient, smart and considerate government services system.
Strengthening cross-departmental coordination to “get one thing done at a time”
Yangpu District has made consistent efforts to achieve efficient handling of matters in multiple fields. In 2020, it launched the “in seconds” services, which enabled 150 high-frequency matters to be handled and certificates to be issued in seconds. In 2021, it pioneered the legal aid “one thing” service, which has been replicated and promoted across the entire city. In 2022, the checkup aimed at two diseases was launched, which was affirmed and promoted by Shanghai Municipal Health Commission. By far, Yangpu District has promoted 47 services of this kind in 11 fields, covering more than 55 single-department matters and involving 19 departments. The average pre-fill rate of application forms has increased to 82%, and the coverage rate of smart pre-review has increased to 95%. The rate of one-time passes has reached 92%.
The “one industry, one certificate” reform has been implemented to improve integrated management of multiple industries. On the basis of services aimed at “getting one thing done efficiently,” Yangpu District implements the “one industry, one certificate” reform in convenience stores, supermarkets, restaurants, movie theaters and other industrial fields to carry out integrated management through a combination of online and offline methods. By far, 1,761 business licenses in 17 categories have been issued.
Yangpu District helps talents settle down and corporate talents choose housing efficiently. In 2023, Yangpu District took the lead in launching a talent settlement program to help all kinds of entrepreneurship and innovation talents settle down in the district. In May 2023, Mr. Liu applied for a talent apartment through the program and received the housing selection notice only seven days later. He was very pleased with the result as he did not need to wait for six months as usual.
In the past five years, Yangpu District has gone from “jointly issuing certificates” to “getting one thing done efficiently” and then to “one industry, one certificate” in order to provide precise and pre-emptive services for the people and enterprises. It has brought tangible benefits to the people and helped enterprises standardize their operations, which has received unanimous recognition from citizens and enterprises.
Providing cross-provincial government services by creating a bigger circle
Yangpu District has been trying to expand its “circle of friends” to enable cross-provincial handling of many matters. In October 2020, it signed Shanghai’s first cross-provincial service cooperation agreement with Nanhu District, Jiaxing City and Zhenhai District, Ningbo City. By August 2023, the circle has covered twelve areas in five provinces, and the number of matters available for cross-provincial handling has exceeded 200.
Online comprehensive windows enable cross-provincial services and remove regional barriers. In 2020, Jiaxing Shanyu Culture and Media Co., Ltd. printed China’s first business license issued through cross-provincial services in Yangpu District. In 2023, Ms. Wang from Sanming, Fujian Province completed the registration of her company in Sanming through special services such as “one-on-one” video assistance and remote guidance at a virtual cross-provincial window. It was the first company registered in a different city since Yangpu District and Sanming established a partnership. In the past five years, more than 80,000 companies have settled down in Yangpu District.
Yangpu District has built mutual trust together with a number of areas and established a new model of cross-provincial services. With the help of the district-level materials bank, it has realized the collection, sharing, mutual trust and mutual recognition of data about enterprise licenses in different areas. Eight types of common enterprise licenses were uploaded to the municipal blockchain system in the first batch. Nowadays, materials commonly used by enterprises are exempted from submission and can be used directly.
In the future, Yangpu District will continue to expand its “circle of friends” to expand cross-provincial services and increase the number of matters that can be handled in this system to attract more companies and achieve win-win development.
Technology enabling matters to be handled more quickly
The entrepreneurial map service has been optimized to provide more useful information. In 2020, Shanghai’s first park service map “Yangpu District Entrepreneurial Map” was released. The digital map contains convenience services information on industrial parks in the district, building a two-way service platform for enterprises and industrial parks. By 2023, system functions on the mobile terminal, the screen terminal and the management terminal have been optimized, and new functional modules, such as reading stations, location selection of private medical institutions and analysis of enterprises in industrial parks, have been added to enhance interactivity and improve data collection for the purpose of investment promotion.
The coverage of self-service terminals has been expanded to solve problems for different groups. As of August 2023, more than 20 self-service terminal spots had been set up in densely populated areas in Yangpu District, such as business districts, industrial parks, communities, schools and residential areas. Citizens can get things done in just a few minutes without having to go to the sub-district offices, which is very convenient for the elderly.
Yangpu District has been looking for innovative applications of the Shanghai QR Code to achieve a high degree of integration of the code with life. In July 2023, “Shanghai QR Code in Hospitals,” a program launched by the Leading Group for Government Online-Offline Shanghai, won the Outstanding Case Award in the Practice Group at the First Shanghai QR Code Application Innovation Competition and the 7th China Innovation Challenge (Shanghai). In August, the Yangpu Riverside Service Code and the Daxue Road Enterprise Service Code were launched. Digital scenario application of urban service management codes based on the Shanghai QR Code has been promoted to provide personalized, precise and convenient services for various legal entities.
Over the past five years, Yangpu District has always adhered to the concept of “a people’s city for the people” and regarded the expectations of enterprises and the people as the goal and direction of the reform of Government Online-Offline Shanghai.
