The primary political task of the whole Party and the whole country for the time being and in the near future is to study, disseminate and implement the spirit of the 20th National Congress of the Communist Party of China. Yangpu District is comprehensively implementing the concept of “a people’s city”, accelerating the construction of the district in an all-round way, and continuously exploring new patterns of city construction with a focus on six key tasks.

At the beginning of 2023, the Publicity Department of the CPC Yangpu District Committee and Yangpu District Integrated Media Center jointly held a seminar on the topic of “Learning, contemplating, understanding and practicing the spirit of the 20th National Congress of the CPC and drawing a new blueprint for development”, and invited the heads of government agencies, civil groups, district state-owned enterprises and Party organizations of all sub-districts. The participants studied the spirit of the 20th National Congress of the CPC, exchanged views and explored new ways of development on the basis of their work and the progress of key work projects of Yangpu District.

In 2023, Shanghai Yangpu Investment Holding (Group) Co., Ltd. (hereafter as the Group) will carefully study the spirit of the 20th National Congress of the CPC, adhere to high-quality development guided by high-quality party building, define the tasks for the whole year, promote all its work throughout the year and contribute to the construction of the “four areas” in Yangpu District with actual actions.

Strengthening the party’s political construction with a clear-cut stand (2023)

According to the deployment of the CPC Central Committee, the CPC Shanghai Municipal Committee, the CPC Yangpu District Committee and Yangpu District SASAC, the Group will carry out its key work and promote the party’s leadership throughout the entire process and on all aspects of its development and operation.

The Group makes the spirit of the 20th National Congress of the CPC the main content of “three meetings and one lesson” and the thematic party day activities of each party branch, and carries out various activities such as film party classes, literary party classes and all-media party classes. It encourages party members to make good use of online platforms such as Xuexi Qiangguo and 12371.cn. Members of the leadership team and secretaries of party branches take the lead and combine their personal learning experience and the development of their departments and units when giving speeches on the spirit of the Congress. The Group carefully plans and actively publicizes specific measures and practical actions of the Group and each party branch when studying and implementing the spirit of the Congress, comprehensively demonstrates the new achievements of its reform and development, and presents the new appearance and new deeds of its cadres and employees.

The Group strives to transform the spirit of the 20th National Congress of the CPC into a powerful force to guide its practice and promote its work, actively implements the concept of a people’s city, promotes the development of “one circle and two cores”, and actively serves and participates in the construction of “four areas” in Yangpu District. With a focus on principal work such as the construction of the knowledge and economic circle around Tongji University, the daily operation and management of Theater YOUNG, the Siping Cinema reconstruction project and improvement of services in elderly care institutions, the Group will combine the spirit of the Congress with the progress of its principal work.

Strengthening the construction of primary party organizations with higher standards (2023)

The Group will continue to focus on the standardization of party branches, carefully carry out regular activities of the party, strengthen the management of party members and strictly implement “three meetings and one lesson”, dual organizational life of cadres, democratic appraisal of party members, the heart-to-heart dialogue and other mechanisms. It will carry out party branch activities in close connection with its operation, encourage party members to strive for excellence and overcome difficulties, and turn primary party branches into strong fortresses to realize the party’s leadership. Besides, the Group will encourage employee representatives to participate in corporate governance in an orderly manner, improve the democratic management system based on the employees’ congress, explore effective ways for employees to participate in corporate management and give play to the role of labor unions and other organizations.

The Group will closely follow the progress in its principal work and continue to promote the construction of party committees and party branches. It will adhere to corporate development guided by high-quality party building, combine its development plan with the 14th Five-Year Plan, pay close attention to its major responsibilities and principal work such as the construction of functional areas, the construction and operation of cultural carriers, the improvement of elderly care services, investment and leasing, and actively implement “going out” and “bringing in”, explore more forms of cooperative party building and enhance complementary advantages and resource sharing.

Improving party conduct and building integrity with stricter requirements (2023)

The Group earnestly fulfills its major responsibilities of carrying out full and rigorous party self-governance, improving party conduct and building integrity. The party secretary is the first responsible person, and other members of the leadership team have double responsibilities on each position. The Group coordinates the improvement of party conduct, the building of integrity and its operation, strengthens the management of key personnel and positions, consolidates the responsibilities for key projects and key areas, and strives to build a responsibility implementation system featuring organic coordination and layer-by-layer transmission. The Group also strives to do a good job in the implementation of rectification measures required by audits and inspections, and form a long-term supervision mechanism.

The group continuously improves the political and institutional awareness of its employees and strengthens the construction of ideological positions through meetings, lectures, dialogues, training sessions and other activities. It promotes full and rigorous party self-governance, enhances the education for party members and cadres on improving party conduct and building integrity, strengthens political discipline and regulations, promotes reform with cases, consolidates the results of warning education, builds a solid ideological foundation, eliminates system vulnerabilities, strengthens supervision measures, promotes the long-term mechanism to see that officials do not have the audacity, opportunity or desire to be corrupt, and creates a clean atmosphere of integrity, courage and entrepreneurship.

Improving measures to pool talents (2023)

The Group continuously introduces talents through market-oriented methods to strengthen its professionalism and stimulate its vitality. It will make full use of the research results of reserved cadres and talents, continue to promote the implementation of the assistant system and the job rotation system, and foster human resources. According to the professional skills required by different jobs, the Group uses online and offline sessions, self-study and other methods to carry out targeted training in different categories.

The Group will establish a flexible employment system. On the basis of the three-year action plan for the reform of state-owned enterprises in Yangpu District, it will take the opportunity of the market-oriented mechanism reform of secondary subsidiaries to establish a flexible employment system. According to the action plan, the mechanism will be piloted in medical trade and elderly care sectors to create a fair and equitable employment environment that provides intellectual support for the development and growth of the Group and drives its continuous growth.

Shanghai Xinyi Nursing Home

Creating a strong corporate culture atmosphere (2023)

The Group will highlight its brand connotation. On the basis of its principal work, it will give full play to the advantages of carrier resources such as nursing homes, friendly neighborhood kitchens, Theater YOUNG, Siping Cinema and office buildings, enhance the construction of positions, explore more efficient forms of cooperative party building, enhance complementary advantages and resource sharing and highlight the connotation of the party building project of each party branch.

The Siping Cinema reconstruction project

The renovation and expansion project of Yangpu Grand Theater was completed in January, 2022. The brand new YOUNG Theater was officially unveiled on September 2. Its industrial-style design, first-class facilities and brilliant performance have been reported by many mainstream media. Since the Siping Cinema renovation and expansion project started at the end of 2021, the project team has overcome the adverse effects of the epidemic, high temperature and typhoons, and organized the construction in an orderly manner. The project has entered the construction stage of the main steel structure. Under closed management most of the time in 2022, Xinyi and Xingyi nursing homes provided good services to enrich the spiritual life of the elderly, enabled “cloud visits” by their families, relieved their anxiety and gained recognition from both the elderly and their families.

Theater YOUNG

This year, the Group will do its best to construct a knowledge circle around Tongji University and speed up the construction by multiple means. It will continue to participate in the operation and management of YOUNG Theater in accordance with its agreement with Shanghai Grand Theater, give play to the theater’s landmark effect, tap the radiation potential of the cultural brand, and work with the communities, schools and industrial parks in surrounding areas to achieve cultural prosperity. The Group will promote the transformation of Siping Cinema in an orderly manner, strive to complete the project by the end of 2023, optimize the functional layout and enhance the architectural image to keep up with social and economic development and meet the new cultural needs of the citizens in the new era. The two nursing homes will expand their service resources with smart elderly care models so that more elderly people will be able to enjoy good services and quality elderly care without leaving their homes. Besides, the Group will track updated projects suitable for elderly care services in the area, and seek new opportunities for the operation and management of nursing homes.

The Siping Cinema reconstruction project

The Group will create film party classes and literary party classes. It will mobilize the cultural resources of cinemas and theaters and take the promotion of the spirit of the 20th National Congress of the CPC as an opportunity to create film party classes and literary party classes with characteristics of Yangpu District. It will continuously deepen the integrated development of party building and its principal work, give full play to the pioneering role of party members and foster a strong team of talents. In addition, on the basis of key projects, the Group will let the service concept take root in the heart of everyone in the team by carrying out “three meetings and one lesson”, thematic party day activities, on-site learning and other activities.
