The primary political task of the whole party and the whole country now and in the near future is to study, disseminate and implement the spirit of the 20th National Congress of the Communist Party of China. Yangpu District is comprehensively implementing the concept of “a people’s city”, accelerating the construction of the district in an all-round way, and continuously exploring new patterns of city construction with a focus on its key tasks.
At the beginning of 2023, the Publicity Department of the CPC Yangpu District Committee and Yangpu District Integrated Media Center jointly held a seminar on the topic of “Learning, contemplating, understanding and practicing the spirit of the 20th National Congress of the CPC and drawing a new blueprint for development”, and invited the heads of government agencies, civil groups, district state-owned enterprises and party organizations of all sub-districts. The participants studied the spirit of the 20th National Congress of the CPC, exchanged views and explored new ways of development on the basis of their work and the progress of key projects in Yangpu District.
Daqiao sub-district is located in the central section of the riverside industrial belt, with the Huangpu River in the south and Pudong New Area across the river. “Daqiao” in Chinese means a bridge. The sub-district is named so for a bridge approach to the western section of the Yangpu Bridge runs through it. With an area of 3.99 square kilometers, Daqiao sub-district has a registered population of 94,300 and 21 neighborhood committees. It has been a traffic hub, an industrial and commercial town and the birthplace of the century-old national industry. Now, a new harbor of mass entrepreneurship and innovation is rising in the sub-district as Changyang Campus, City Concept, B-link, Four Seasons Plaza and a number of entrepreneurship and innovation parks are emerging.

From 2018 to 2021, Daqiao sub-district completed the renewal and expropriation of 12 bases and 15 neighborhoods, which involved 17,800 households and 58,000 people. The blueprint of “a colorful bridge” is slowly unfolding in the central area of the riverside industrial belt. Headquarters of leading enterprises in the online new economy such as Meituan, Bilibili and ByteDance will be located here in the near future. 10 old houses along Yangshupu Road will be transformed into lane offices for people to check in on social media, while the historical buildings in Daqiao 85 Block will become a people’s living hall.

In 2023, Daqiao sub-district will continue to forge ahead with courage and determination, do more practical things for the people, improve the well-being of residents and office workers, let them see the achievements of the construction of a people’s city, and contribute to the construction of “four areas” in Yangpu District with its own construction.

Daqiao sub-district actively promotes the implementation of the spirit of the 20th National Congress of the CPC. It has started a trend of in-depth, innovative and practical study, publicity and implementation of the spirit as party members took the lead in participating in study programs. Online and offline study sessions are also available to achieve full coverage. Through “three meetings and one lesson”, thematic party day activities, political birthday celebrations and other activities, high-quality thematic organizational life has been carried out. The sub-district will continue to work with the School of Marxism Studies, University of Shanghai for Science and Technology to develop a wide range of high-quality courses such as the “Immersive Red Experience Route”, scenario party classes and party class videos to increase the appeal of party classes.

Daqiao sub-district strives to polish the characteristic brand of party building. With the upgrading of the Changyang Campus Party Member and Non-party Member Service Flagship Station, the sub-district has established areas such as organizational life rooms, party building publicity boards, characteristic libraries and comprehensive activity areas by integrating the functions of civilization practice stations in the new era, NPC deputies workstations and trade union workstations, so as to promote space, resource and service sharing, further upgrade the space and improve the services. In addition, by giving full play to the demonstration effect of the party building brand, Daqiao sub-district will further upgrade party member and non-party member service stations within 15 minutes’ reach and comprehensively improve their services.

Daqiao sub-district strives to advance party building in new forms. It will continuously strengthen the construction of a service center for Meituan delivery riders at the B-link Party Member and Non-party Member Service Station, so as to better serve delivery riders and provide a resting spot for them. The station integrates resources, organizes physical examinations and traffic safety lectures for delivery riders and solves urgent problems they have at work and in life. In addition, Daqiao sub-district has established an emergency rescue team with Meituan as the main body, so that newly employed people can participate in community governance.

Daqiao sub-district aims to safeguard public security and promote community stability and development. With the help of the smart community platform, the sub-district will further advance various work such as anti-theft, anti-fraud and anti-terrorism campaigns, continue to strengthen detection and treatment of potential safety hazards, formulate and implement the fire engine passage governance plan, focus on key issues, and resolve conflicts and disputes in order to ensure community safety and stability.

Daqiao sub-district strives to empower smart scenarios to improve governance efficiency. It is accelerating the transformation into digital management and the implementation of various application scenarios in view of problems and blind spots in urban management. It will continue to advance the construction of the elevator control platform. After the launch of the blockchain elevator management platform, it will strengthen function testing, operation, adjustment and maintenance of the platform, and strive to achieve real-time management of elevators and efficient handling of problems. Besides, Daqiao sub-district will strengthen law enforcement, waste sorting and street environment ratings.

It launched the party secretary coaching program, invited professors from Shanghai Administration Institute to give lectures, and further improved the competence of community-level party secretaries by asking the party secretaries of excellent residential areas to offer comments. By building “pioneer fortresses in the new era” and “excellent party secretary studios” and electing “good monitors in the new era”, it strives to make party secretaries a new force for community-level governance. Daqiao sub-district will continue to promote investment, consumption and export under the guidance of party building, and complete a number of high-quality party organization service centers in residential areas in order to promote the development of community governance.

Focusing on urban function optimization to create new patterns of livable communities (2023)
Daqiao sub-district strives to deepen the organic renewal of the city in order to build beautiful homes. To meet the requirements of the construction of green communities, it carries out work in five parts: elevator installation design, underground pipeline laying, sponge city design, smart facilities coverage and green environment improvement in three residential areas under the jurisdiction of Xingfu Village Neighborhood Committee. Daqiao sub-district continuously improves the community environment to address the concerns of the residents. It coordinates elevator installation to further increase the coverage of elevators in multi-story residential buildings in the jurisdiction. Daqiao sub-district strives to display the comprehensive charm of communities and build civilized communities. It tells stories of a people’s city and civilization and uses the Community Civilization Workers Growth Station to train young community civilization workers in order to build a volunteer service system with full coverage and diversified activities. At the same time, Daqiao sub-district focuses the construction of a national civilized district, helps residents establish awareness of all-round construction, and comprehensively improves the quality of construction.

Daqiao sub-district aims to boost the confidence of enterprises in development and optimize the business environment. It continuously improves its working mechanism to better serve the economy. By making regular visits and collecting information, opinions and suggestions, it tries to solve problems in a timely manner. Daqiao sub-district is actively looking for resources, building a multi-level enterprise serving platform, combining regional party building, NPC work as well as innovation and entrepreneurship, making use of the planning, construction and development of the riverside industrial belt, and promoting the interaction of various resources to accelerate economic recovery.

Daqiao sub-district attempts to sort out the new context of the riverside industrial belt. By making full use of the implementation of the concept of a people’s city, it aims to build a spatial development pattern with the riverside industrial belt on the front end, Country Garden in the middle and communities on the rear end. The riverside industrial belt acts as a display window, while the Country Garden service complex acts as an experience space. New neighborhood committees and friendly neighborhood centers will be built to optimize cultural and service supply and create a cultural experience demonstration space. At the same time, Daqiao sub-district will connect brand activities such as civilization practice in the new era, volunteer service, intangible cultural heritage inheritance and popularization of science to form a new context of the riverside industrial belt.

Daqiao sub-district aims to find new paths of co-governance and sharing. It continuously develops new measures to solve urgent problems that occur in community governance, promotes the standardization of neighborhood committees, further improves the services of Community Cloud, advances community autonomy, carries out the construction of Autonomy Project 3.0, and promotes the construction of friendly neighborhoods and communities through the cultivation, exploration, recommendation and selection of autonomy projects. In addition, Daqiao sub-district actively cultivates and supports specialized social organizations, gives play to the roles of social service centers, federations and foundations, and launches public welfare projects with its own characteristics.

Daqiao sub-district helps elderly people use intelligent technology to promote the digital transformation of elderly care services. It renovates old apartments to make them suitable for the elderly, and provides online and offline services for cognitive-friendly communities. It also makes great efforts to spot, evaluate and help families in distress with underage students in order to comprehensively improve the protection of minors and provide diversified and customized assistance for families in need.

It continuously promotes the construction of the innovation and entrepreneurship incubation base platform, pays close attention to and vigorously supports entrepreneurs and innovation projects, tries to meet their development needs, improves the efficiency of entrepreneurial services, expands the coverage of innovation and entrepreneurship services, and helps new entrepreneurs grow by providing more opportunities, better conditions and better environment. Daqiao sub-district will carefully study the “Internet +” service platform operation model, provide online and offline guidance to improve the survival rate of start-ups, and build an Internet + entrepreneurship model with its own characteristics to promote innovation and entrepreneurship.
