To study and implement the spirit of the 20th CPC National Congress means the primary political task of all Party members across the country at present and for a period to come. Yangpu District is doing more to practice the concept of “People’s City”, and accelerating the building of Sigao Chengqu—“a practice area of People’s City to high standards, a leading area of high-level scientific and technological innovation, a pilot area of high-level social governance, and an area of integrating high-quality ecology and life”, with a focus on six key dimensions, including creating a model for People’s City, lending impetus development from scientific and technological innovation, making public wellbeing better, adding highlights to urban renewal, keeping the bottom line of security and stability, and delivering satisfied results in Party building. Continued efforts are being made to create a new pattern of the construction of People’s City.

At the beginning of the New Year, the Publicity Department of the CPC Yangpu District Committee and the Shanghai Yangpu Media Center launched Jinghua a symposium on “understanding and grasping the spirit of the 20^th CPC National Congress and drawing new blueprints for development”. The heads of Party organizations of departments at the committee, office and bureau levels, non-governmental organizations, district-owned enterprises and sub-districts in Yangpu District were invited to grasp core ideas , talk about experience and pursue development around the spirit of the 20th CPC National Congress, combined combination with the actual work of their own organization and the implementation of the key priorities required by the CPC Yangpu District Committee and the district government.

The year 2023 marks the beginning of following the guiding principles of the 20th CPC National Congress, and it is also at a critical juncture for Yangpu to speed up the construction of Sigao Chengqu and implement the main objectives and tasks for economic and social development during of the 14th Five-Year Plan period. Binjiang Group will make systematic, looking-forward plans to pursue progress in the construction of Yangpu Riverside, take proactive steps to advance the integral integration of Yangpu Riverside development into the Shanghai’s major strategic layout, create a model for People’s City, keep the riverside area grounded, stimulate the “source of power” for innovative development, and strive to build a business-friendly, livable, recreational, and tourist-friendly “life belt” and “rust belt for development” for high-quality development.

Aligning with the positioning as a “world-class waterfront area” and accelerating the development of major projects in the riverside area

Binjiang Group has established a platform for planning and implementing Yangpu Riverside construction projects, and strives for a governance structure of “lifecycle management + multi-party coordination mechanism + three-party management platform” to build a high-quality overall construction pattern of the Yangpu Riverside area.

At present, Binjiang Group is accelerating the construction of a number of major projects related to Meituan, bilibili, Douyin, China Communications Construction, CECEP, Yangpu Riverside KIC Center, and others. It will continue to advance the implementation of a number of high-level industrial projects that play a strongly leading and driving role, and strive to increase the amount of physical investment. The construction of Yangpu Riverside KIC Center has already begun. Based on the construction scheduling of the center, the repair and renovation of historical buildings such as Power Station Auxiliary West Building and new No. 1 Cotton Mill will be launched simultaneously to facilitate the construction of the five major centers in phases and batches. In addition, the path of cooperation and implementation is being further clarified for the power plant project, in an effort to start its construction by the end of the year.

Binjiang Group will also make solid headway in the implementation and construction of public space and infrastructure projects. It strives to finish the construction of the environmental improvement project of the north and central section of the riverside area within the year. In addition, it will complete the preparations for the Daqiao Park (Phase II) project, which will be built into an innovative ecological and cultural park center. At the same time, it will take an active part in upgrading transportation support facilities and infrastructure in the riverside area, with a plan to start several projects.

Actively advancing the reshaping of the function of the Yangpu Riverside space carrier around building a model for People’s City

Binjiang Group works harder to create a landmark cluster with the People’s City concept. By making coordinated planning, adopting the overall implementation strategy, and pursuing synchronized progress, it will build “one exhibition hall, one institute, one square, one forum, and one hall” in the core zone of the southern section of the riverside area.

“One exhibition hall” refers to the People’s City Practice Exhibition Hall: Binjiang Group will study and advance the creation of an “upgraded” People’s City practice exhibition hall on the basis of the People’s City construction planning exhibition hall. “One institute” refers to the People’s City Concept Research Institute: Binjiang Group will further work with Fudan University and other colleges and universities to continuously push in-depth theoretical research. “One square” refers to the Show Belt Square: Binjiang Group will build all of the public green space and waterfront space in front of the People’s City Planning Exhibition Hall into a “show belt square”. “One forum venue” refers to the People’s City Forum venue: Based on the seminars on the concept of People’s City held in partnership with the Party School of the CPC Central Committee and the Publicity Department of the CPC Shanghai Municipal Committee, Binjiang Group will explore the launch of the “People’s City Forum” to further share research results and summarize construction experiences. “One hall” refers to the People’s City Hall: Binjiang Group will build Power Station Auxiliary West Building and auxiliary workshop into the “People’s City Hall”, and with the goal of creating a “world-class urban dialogue room”, it will combine “repairing something old as what it used to be” with urban renewal to create a new public service space for People’s City that maximizes the four major functions of conference, theater, square and exhibition.

In accordance with the principle of “reproducing the style, reshaping the function, re-assigning value”, Binjiang Group will speed up the revitalization and utilization of old buildings and the addition of functions to them.

Acting on the philosophy of Party building guidance, Binjiang Group will pursue balanced progress in the transformation and construction of the “Yangpu District Party-Mass Service Center (Green Hill)”, which will be built into a Party building location encompassing Party building exhibition, presentation and publicity, enterprise innovation practice, Party group co-creation and benefit sharing and other functions into one. In the meantime, it will introduce Yichi Coffee and other brands and improve the functions of supporting services.

Binjiang Group will work in great effort to advance the building of a demonstration zone for the protection and use of cultural heritage on the Yangpu Life Show Belt in Shanghai, as well as the transformation of industrial heritage on a large scale, to develop a useful and innovative mechanism. It has developed and released the Administrative Measures for the Protection and Utilization of Industrial Heritage and Related Assets in the South Section of Yangpu Riverside (for Trial Implementation), in an effort to provide more practice measures and successful cases in the protection and use of industrial heritage in China. It will accelerate the protective transformation and utilization of projects such as Ruirong Shipyard, and play its part for the building of the East Building of Yong’an Inn into a leading global demonstration complex of carbon neutral energy storage technology and application in China. It is working faster to put the finishing touches to the financial building of Anderson Meyers & Co. Ltd, and at the same time, it is promoting investment for the project.

Binjiang Group will galvanize the riverside space, further nurture regional commercial value, and take practical action to fulfill the commitment of “returning the river, riverbank and scenery to the people”. It will actively plan the layout of high-end hotels and apartments in the riverside area and attract investment; accelerate the extension of cooperation between teuscher & Yang Shu Pu, Inverter Room and high-end brands; complete the upgrading of White Seven Coffee; continue to introduce brand activities to the buildings with industrial characteristics such as the Grey Warehouse Art Space and Minghua Sugar Plant; and quicken the revitalization and utilization of old buildings such as the Power Plant Circulating Pump Room. To create a visit experience that are popular with the surrounding residents and visitors from afar by its reputation, Binjiang Group endeavors to host more thematic activities, cultural and artistic exhibitions, sports events, public art festivals, and other activities, and actively connect with the China Academy of Art Intelligent Manufacturing Design Forum and related industries for their settlement in the riverside area. On the basis of the “Show Bank Life Festival”, it will further build a comprehensive life fair by combining bazaars, skateboards, pets, camping, street performances, craftsmen and other hot spots of life and leisure.

Implementing the whole-process people’s democracy and responding to the public demands in all-round and multi-channel way

Binjiang Group will continue to leverage the power of the Yangpu Riverside People’s City Construction Planning Exhibition Hall as the first municipal and district-level physical advice collection services station, and set up a Party-mass service station, every 700 meters, through linkup with the Yangpu Riverside bank, so that each service station has there can be an “advice collection services site” in each of the service stations.

In the “one site, one station” construction process, Binjiang Group will pursue Party building guidance and integration of resources, and advance the integration of “one site, one station” with platforms such as Party-mass service stations, “advice collection services sites”, public legal service stations, and the Yangpu Riverside Governance Federation, to build the government. It will build democratic consultation spaces for extensive consultation between the government, judiciary organs, social forces, primary-level communities and the public, so as to achieve full coverage of the participation of the people as principal entities in riverside governance, solve the difficulties and problems that concern the people through democratic consultation, and make “one site, one station” the most graphic, direct and specific main locations to act on the whole-process people's democracy. All of this effort sees that the people’s voice can be heard in each process, from the decision-making to implementation to supervision of the construction and development of Yangpu Riverside.

At the same time, Binjiang Group will energetically explore the “online + offline” dual-channel consultation work mode, expand the coverage of the “one site, one station” service, and guide orderly public participation. Online, public advice and comments can be collected in the ways of “leaving comments by scanning a QR code”, as well as the online “delegate’s home” for Yangpu People’s Congress delegates set on the “Shanghai People’s Congress” e-government WeChat account platform, to expand the scope of consultation. Offline, the municipal and district-level People’s Congress delegates will be arranged to carry out various forms of consultation at “one site, one station”, such as concentrated working in the community, talks, and Delegate Reception Day, where they can listen to the voice of the people and understand the conditions of the people face-to-face, and mirror the practice of the whole-process people’s democracy in all aspects of the performance of their duties for the people.

Building a resilient city and uniting the power of regional entities to drive diversified governance

Combining the conditions of Yangpu District and the Yangpu Riverside area, Binjiang Group, as an important member of Yangpu District’s state-owned enterprises, will give priority to strengthening basic functions and creating a resilient city; optimizing the spatial pattern and shaping characteristic landscapes; and promoting industrial renewal and upgrading and enhancing the city’s growth drivers.

Binjiang Group will deepen the pioneering model of the Yangpu Riverside Governance Federation, widely mobilize all entities in the region, work holistically to bring together regional quality resources, coordinate forces from all quarters, promote initiatives with councils and specialized committees at the core, and provide well-functional information platforms, informative activity platforms, effective communication platforms, and quality resources platforms to create a favorable multi-governance atmosphere.

Through the federation platform, Binjiang Group will take the initiative to reach out to regional entities such as enterprises and public institutions and social organizations; work on co-governance, spread positive energy, and stimulate the new vitality of the riverside area; listen to the voice of the entities face to face, and collect advice from organizations point to point; and broaden communication channels for the construction, management, and development of Yangpu Riverside.

Meanwhile, with the Advisory Committee on Comprehensive Development Management and Decision-making, Binjiang Group will invite top experts in various fields to provide decision-making consultation on the focus, priorities and difficulties of the riverside construction, as well as professional guidance for advancing the evolution of Yangpu Riverside into a world-class waterfront area. Yangpu riverfront has been in the forefront of multi-governance, with multiple co-governance forces. Through organic linkup and co-governance, it strives to contribute to building a “resilient city”.

In 2023, Binjiang Group will continue taking the People’s City concept as a guide to launch in-depth and detailed reform and make great strides in achieving the goal of “becoming a first-class integrated urban service operator”. It hopes that by 2025, Yangpu Riverside will be basically built into a demonstration area for the construction of People’s City, a “main node” linking the north bank of the Huangpu River to the world, a “new trump card” for the development of Yangpu District’s “five types of economy”, a pacesetter for scientific and technological innovation, and a model of urban renewal and social governance, and get one step closer to the goal of being a “world-class waterfront area”.
