To study and implement the spirit of the 20th CPC National Congress means the primary political task of all Party members across the country at present and for a period to come. Yangpu District is doing more to practice the concept of “People’s City”, and accelerating the building of Sigao Chengqu—“a practice area of People’s City to high standards, a leading area of high-level scientific and technological innovation, a pilot area of high-level social governance, and an area of integrating high-quality ecology and life”, with a focus on six key dimensions, including creating a model for People’s City, lending impetus development from scientific and technological innovation, improving the wellbeing of the people, and adding highlights to urban renewal. Continued efforts are being made to create a new pattern of People’s City construction.

At the beginning of the New Year, the Publicity Department of the CPC Yangpu District Committee and the Shanghai Yangpu Media Center launched Sicanian a symposium on “understanding and grasping the spirit of the 20^th CPC National Congress and drawing new blueprints for development”. With a focus on its primary responsibilities and core businesses, the Yangpu District Committee of the Communist Youth League (CYL) will perform its basic duties and further all-round reform; it will exercise full and rigorous self-governance of the League, effectively strengthen its political consciousness, its advanced nature and its ability to represent the people, and keep on improving its leadership, organizing capacity and service ability and on making more contributions in big-picture terms; it will also organize and mobilize the League members to work around the key priorities of the CPC Yangpu District Committee throughout the year, and strive in unity to advance the construction of Sigao Chengqu.

Strengthening ideological and political guidance around the overriding theme of the guiding principles of the 20th CPC National Congress

 

The Yangpu District Committee of the CYL will be effectively on a mission to make solid headway in the Party’s youth work in the new era, and combining the actual situation of the CYL and the characteristics of youth, it will earnestly study and implement the spirit of the report to the 20th CPC National Congress, and better unite, organize and mobilize youth.

Political education will be carried out in an in-depth manner. The Yangpu District Committee of the CYL will further study, publicize and implement the spirit of the 20th CPC National Congress in a deep-going way. With “Youth Marxist Training Project”, “Youth Lecturer Group” and “Growing up under the National Flag” as carriers under the theme of “studying the spirit of the 20th CPC National Congress, always following the Party, and forging ahead on a new journey”, it will assemble youth volunteer lecture teams at revolution-related venues; encourage members of the Youth Lecturer Group to deliver lectures at the local levels of league; develop a push list of high-quality lecture courses; launch a wide range of small-scale, decentralized and interactive lectures on thematic theory; and improve the level of interpretation of the Party’s new theories more accessible to youth. It will work harder to organize and mobile more young league members to participate in the “Youth Study”, a series of online League-themed courses, so as to expand the coverage and participation.

New ways of publicity and education will be provided. The Yangpu District Committee of the CYL will pay more attention to guide young people through new media platforms, publicity fronts and other carriers, ramp up socialized cooperation with bilibili, Meituan and other top Internet companies in the district, and insist on outputting good online Red Culture offerings. It will made good use of the “four century-old” profound historical heritage and red resources of Yangpu and continue to provide positive publicity and guidance online. It will establish an online team of young publicists, as well as the “Youth Yangpu” new media editorial team with student interns, youth volunteers, and journalists from the Yangpu District Media Center as its core, to create and disseminate original content in new and creative forms, with a focus on showcasing Yangpu’s youth.

Youth quality will be further fostered. To develop and make good use of mechanisms of educating people through practice related to volunteerism, community practice and others, the Yangpu District Committee of the CYL will launch a list of volunteer services and ten public welfare programs for 2023, organize specific-purpose training sessions for volunteers, and carry out the “Yangpu and Suzhou Rivers” Drop Volunteer Service program on a regular basis. To increase the visibility of the brand of “Youth Yangpu Campus Tour”, it will encourage college students to participate in social practice and the “Youth Community” initiative, and mobilize youth to be widely involved in practical education activities such as ceremonial education, study trips, visitation activities, thematic events, and volunteer services. Teenagers will be guided to improve their mental culture and cultivate their spirit of struggle in the process of experiencing and observing the fundamental dimension of China's national context and serving society.

Making the city more youth-friendly by staying focused on the promotion of quality youth development

Serving youth is the lifeblood of the work of the CYL, and promoting and safeguarding the rights and interests of youth development is a vital area of service to youth. In 2023, the Yangpu District Committee of the CYL will urge more efforts to solve the most pressing difficulties of great concern that affect the healthy growth of young people and distract them from their work, advance high-quality youth development, and realize the two-way selection of the city and young people.

A youth development system with Yangpu characteristics will be built. The Yangpu District Committee of the CYL will advance the construction pilot of youth development-oriented urban areas and sub-streets on all fronts, make the district’s Youth Work Joint Meeting System more operational, strengthen departmental connection, and launch support policies and practical projects related to youth development. Centering around the specific problems and typical cases reflected by young people, it will conduct in-depth analysis and make a summary to create a number of insightful, high-quality, actionable research results. It will explore the establishment of an indicator system for the construction pilot of youth development-oriented urban areas. To strengthen the publicity of the work, it will take various forms such as the special issue for construction, new media, and placements on large outdoor screens to create a strong atmosphere that attention is paid to the healthy growth of youth in society at large.

Solid measures will be taken to help young people get employed. The Yangpu District Committee of the CYL will place more prominence on promoting the employment of young people, especially college graduates, and increase the support for youth with employment difficulties in the community and for college students leaving school in this respect. The “Summer Practice Camp for College Students” will be launched with an aim to recruit outstanding college students to carry out summer practice in Party and government departments and excellent enterprises. The committee will integrate the job resources of the district branch of the All-China Youth Federation, the Yangpu District Young Entrepreneurs’ Association and other organizations, connect more with enterprises and parks, and work with them to provide more internship positions for college students. With the help of new public recruitment platforms in Shanghai, it will upgrade the service functions of 15 “Dream Workshops”, strengthen municipality-district connection, district-sub-street connection, and online and offline connection, and develop a long-acting mechanism that features “job collection-recruitment connection-precise matchmaking”.

Practical projects will be implemented in detail. The Yangpu District Committee of the CYL will put a spotlight on the concrete difficulties of youth people in terms of networking, love and marriage, growth and other wellbeing areas as usual, provide better service for teenagers, expand the circle of friends of the “Primary School Students’ Summer Care Class”, and pilot the "Primary School Students’ Winter Care Class”. It will launch the Yangpu District Adolescent Mental Health Service Support Program, and establish a “1+2+3” work system, that is, 1 survey on the development needs of adolescent mental health will be conducted, 2 teams of experts and volunteers will be established, and 3 service projects of psychological courses on campus, one-on-one psychological counseling and adolescent psychological summer camps will be developed. It will go all out to do things and people-oriented programs right. To increase the profile of the “Gathering Show Belt” activity brand, it will continuously hold various leisure activities along Yangpu Riverside to cater to the interests of young people, and build new youth centers at the Internet-famous sites. Combining with the Renren Fair--“Hongchao” Party building public welfare brand, it will continue to launch “small-scale but pretty” public welfare, cultural and creative fairs at the People’s City Construction Planning Museum and other important locations. It will also implement the project of “Connection, Service and Guidance” and launch activities that bring young people to emerging fields.

Letting young people be more proactive and impactful with a focus on making contributions to the high-quality development of the city

Young people are the source of urban vitality. In 2023, the Yangpu District Committee of the CYL will set its sights to inspire young people to take on responsibility and expect great things of them. By combining the provision of services for development with the encouragement of young people amounting to something and making contributions, it will provide a space for them to build and fulfill their dreams, help Yangpu gather more young human resources, and maximize the role of young people as a new force in the high-quality development of the region.

Focus will be on attracting and nurturing young talents. The Yangpu District Committee of the CYL will take full advantage of the “interactive development of university campus, science park and public community” by regularly holding joint meetings of the CYL committees of universities in the region and boosting the cooperation and exchange of talents in the community and schools. It will partner with the Organization Department of the CPC Yangpu District Committee to shoot “Young in Yangpu”, a promo film focusing on talent attraction concept, and launch one-stop young talent service. It will build a platform for mutual learning and exchange, and continue to carry out the activities of “Sci-Tech Finance Afternoon Tea” and “Industry Talk”. In the meantime, by leveraging the opportunity of the upgrading of the “Youth Innovation Convergence”, a support program that serves young people in terms of mass entrepreneurship and innovation in Yangpu, it will launch the “White Collar’s 1-Hour Lunchtime” themed exchange activity in collaboration with pioneer parks, dream workshops, and alumni associations. To deepen employment and entrepreneurship services, backed by the “China College Students’ Entrepreneurship Competition (“Chuang Qing Chun”) ” and other brand events, it will discover, train and recommend young people in science and technology, entrepreneurship and skills, provide resources such as policy implementation, project incubation and market launch for high-quality entrepreneurial projects, and promote young people’s innovation and creativity to be complementary to that of the city.

Young people will be mobilized to make contributions on the job. Focusing on the central work of the region, the Yangpu District Committee of the CYL will carry out the activities to compete for the honors such as the Youth Model Unit and Youth Task Forces in the fields of national strategic project construction, the programs funded by CPC Shanghai Municipal Committee for the benefit of citizens, the people-centered programs funded by the Shanghai Municipal People’s Government, major projects at the municipal and district levels, and more, and mobilize young professionals across the district to work hard on the job. It will shift from results-oriented “evaluation and recognition” to process-oriented “standard compliance”, and intensify the organizing capacity of the leading organization in striving for excellence. It will design and carry out activities like establishing mutual visits to learn from each other, the Open Day that focuses on making contributions on the job, and youth alliances of making contributions, centering around youth collectives that commit to making contributions, “two new” organizations (i.e. new economic organizations and new social organizations), regional organizations, and young talent groups in terms of online new economy. To drive the transition of the mechanism of “honor incentive” to the “model incentive” mechanism, it will continuously select prominent youths and typical collectives, and launch a publicity video collection of young role models to drive the youths to learn and strive for advancement.

Great impetus will be given to youth participation in community governance. The Yangpu District Committee of the CYL will carry out the “Community Youth Campaign”, conduct thorough research of the scale of youth workforce in residential areas, such as youth work instructors, youth members of the village (or community) CPC branch committee and villagers’ (or residents’) autonomous committee, young work officers, actively search for community-level young pioneers, and continue to find, cultivate and recommend young people working in the community. It will implement the “Community Chief” program, launch “Youth Community” empowerment salons and workshops on community governance, foster “Youth Community Fellowships”, and explore and develop methods of community-level youth work that are reproducible and worthy to spread. With an eye on a gathering place of new online economy for young people, it will build 1 or 2 new youth community locations with space, projects, teams and cases available, and create a better environment for youth participation in community governance.
