To study and implement the spirit of the 20th CPC National Congress means the primary political task of all Party members across the country at present and for a period to come. Yangpu District is doing more to practice the concept of “People’s City”, and accelerating the building of Sigao Chengqu—“a practice area of People’s City to high standards, a leading area of high-level scientific and technological innovation, a pilot area of high-level social governance, and an area of integrating high-quality ecology and life”, with a focus on six key dimensions, including creating a model for People’s City, lending impetus development from scientific and technological innovation, making public wellbeing better, adding highlights to urban renewal, keeping the bottom line of security and stability, and delivering satisfied results in Party building. Continued efforts are being made to create a new pattern of the construction of People’s City.

At the beginning of the New Year, the Publicity Department of the CPC Yangpu District Committee and the Shanghai Yangpu Media Center launched Chengdu a symposium on “understanding and grasping the spirit of the 20^th CPC National Congress and drawing new blueprints for development”. The heads of Party organizations of departments at the committee, office and bureau levels, non-governmental organizations, district-owned enterprises and sub-districts in Yangpu District were invited to grasp core ideas , talk about experience and pursue development around the spirit of the 20th CPC National Congress, combined combination with the actual work of their own organization and the implementation of the key priorities required by the CPC Yangpu District Committee and the district government.

Continued focus on key areas

In response to the strategic positioning of the areas along the Huangpu and Suzhou Rivers serving as the core functions of the international metropolis, Yangpu strives to make Yangpu Riverside an important space carrier in support of Shanghai’s innovative development strategy by advancing the building of itself into a model for People’s City in a new era, modeling itself on a “world-class waterfront area”, and building an overall spatial pattern featuring “one island and two wings”. 

The Planning and Land Administration Bureau of Yangpu District will advance the development of the mid-north section of Yangpu Riverside with a plan at a higher level and with higher quality, and fully explore the regional features of the section. It will continue to liquidize remnant assets, release increment and improve quality, to actively seek new strategic triggering points, and to shape and develop new growth drivers and new advantages. Accelerated efforts will be made to build the mid-north section into a major high-level recipient of integrated functions, such as scientific and technological innovation, the digital economy, and HQ R&D centers, and a strategic propeller for the pattern of excellence in global urban innovation, so as to turn the “key variable” of scientific and technological innovation into the “maximal increment” of high-quality development. By closely connecting with local enterprises, the bureau will enhance the implementation of planning by combining enterprises’ intent to transform with regional planning. 

In the meantime, the bureau will continue to tap into the characteristics and embedded value of the area’s historical landscape in a way that “revives the style and features, reshapes functions and reassigns value”. By taking into full consideration the legacy elements, it insists on promoting preservation with activation and utilization, so that the preservation, renewal, activation and utilization of historical buildings, along with regional development, does justice to the best ever synergy of new industries, new functions and new growth drivers. Full play will be given to the University of Shanghai for Science and Technology’s (USST) historical resource endowments and the unique geographical advantages of the riverside. General campus planning will be conducted to facilitate a high-quality connection of the open space of the USST campus to the public space along the riverside, driving the effective renewal of the area and enabling symbiotic relationship and collective sharing.

Efforts to improve public wellbeing

The Planning and Land Administration Bureau of Yangpu District always upholds the people-centered development ideology in planning and document preparation, with a view to constantly upgrading public service facilities, improving public wellbeing, and delivering more benefits to the people.

The bureau will drive the specific-purpose planning of public service facilities forward. In line with the principles of being balanced, accessible and people- and quality-oriented, it will be improving the planning and construction of high-quality medical and health, basic education, elderly care and other public service facilities in Yangpu. In terms of elderly care, it will take positive measures to respond to the national strategy of population aging, complete a new round of district-level special-purpose plans for elderly care for approval, and improve the district’s elderly care service system; as for healthcare, increased efforts will be made to deliver better plans for medical and health resources across the district, to complete the planning and adjustment of the new Shidong Hospital Xinjiangwancheng Branch and the Pingliang Sub-district Health Service Center, and to support the planning to enhance the level of medical services in the district; for education, the bureau aims to provide education to the satisfaction of the people by optimizing the spatial allocation of education resources, completing the planning and adjustment of Xuwu Primary School, and providing a carrier for the quality and balanced development of basic education facilities.

The bureau will urge efforts to accelerate the planning and approval of the old housing renewal program. In accordance with the decision on implementing “the renovation of old districts, the complete renovation of old houses and the renovation of urban villages across Shanghai city, it will work faster to get the lay of the land, to make systematic planning, to build new mechanisms, and to progressively put forward the work. On the basis of the holistic study of the old housing renovation program across the district, it will carry out the individual study of the planning and adjustment plan, and make general planning by taking into account the situation of old housing plots and their surrounding areas. While demolishing and reconstructing the old housing plots, it will improve the public service support, enhance the surrounding environment, traffic and other integrated functions, and drive the overall renewal and functional improvement of the region, according to the local conditions, by drawing upon the experience gained on key points. Focus will be on advancing the procedures for the planning and adjustment of the old housing renovation plots of Lanes 500 and 524 on Handan Road as well as Fengnan No. 1 Village, and on providing planning support for building a livable urban area.

Highlights of urban renewal

In accordance with the requirement of “accelerating urban renewal and envisioning a new picture of People’s City”, the Planning and Land Administration Bureau of Yangpu District Planning will stay focused on accelerating urban renewal planning, the “15-minute community living circles” initiative and other work, exploring Yangpu’s practice of transforming the development mode of a mega city.

The bureau will press ahead with urban renewal planning. According to the requirements of Shanghai city’s Guidance on the Comprehensive Promotion of the “15-minute Community Living Circles” Initiative during the 14th Five-Year Plan Period, it will develop an Action Plan for Yangpu District to Comprehensively Promote the “15-minute Community Living Circles” Initiative during the 14th Five-Year Plan Period, with a focus on “aging-friendly” and “child-friendly” hot spots. Strengthening the foundation and expanding the reserve

Strengthening land reserve is an inherent aspect and important guarantee for Yangpu to continuously expand its space carrier, engage quality projects, and provide more sustainable momentum for future development.

In the new year, the Planning and Land Administration Bureau of Yangpu District will increase the efforts to purchase and reserve land, continuously improve the land reserve structure, and endeavor to achieve optimal allocation and intensive use of land resources to serve the high-quality economic and social development of the district, with an emphasis on four dimensions: generating revenue from profit-oriented land, benefiting people’s life through infrastructure, promoting renewal through the development of district-level enterprises, and expanding the reserve capacity under the joint efforts of municipal and district state-owned enterprises. Development. Creating a comprehensive service system
