Studying and implementing the spirit of the 20th CPC National Congress is the primary political task of the Party and the country at present and for some time to come. Yangpu has thoroughly implemented the concept of "people's city", focused on "creating a model for people's city building, activating innovation vitality, enhancing the people's well-being, adding splendor to urban renewal, holding fast to the bottom line of security and stability, and achieving new results in Party building", sped up the construction of an urban area advanced in four aspects, and constantly opened up new prospects for people's city building.

At the beginning of the new year, the Publicity Department of the CPC Yangpu District Committee, the Yangpu New Media Center jointly launched the topic of "Studying, Comprehending and Implementing the Spirit of the 20th CPC National Congress, Mapping Out a New Blueprint for Development", inviting heads of the offices and bureaus of the CPC Yangpu District Committee, mass organizations, district enterprises and sub-district Party organizations, to comprehend theories, share experience and seek development based on their experiences of studying the spirit of the 20th CPC National Congress, their work facts, as well as the implementation of the key work and projects assigned by the CPC Yangpu District Committee and the Yangpu District People's Government.

2023 marks the opening year for the implementation of the spirit of the 20th CPC National Congress and a critical year for the implementation of the "Fourteenth Five-Year" Plan. The Yangpu Development and Reform Commission (YDRC) will follow the requirements of the CPC Yangpu District Committee for the key work in six aspects, base its work on the primary responsibility of development and reform, thoroughly implement the concept of "people's city", strive to turn "construction drawings" into "real pictures", seek innovations and breakthroughs with a focus on four work tasks, and spare no efforts to promote the higher-quality economic and social development of Yangpu.

Deepening "integration" and "expansion" for innovation & entrepreneurship

Innovation is the golden brand of Yangpu, as well as an important driver for economic development. In the future, Yangpu will continue to make innovation, to inject inexhaustible impetus for the building of a people's city. 2023 marks the closing year for the construction program (2021-2023) of the national mass innovation & entrepreneurship demonstration base in Yangpu. The overall work target of YDRC is to strive for the first trial of major measures for comprehensive innovation and reform in Yangpu, endeavor to create an innovation & entrepreneurship ecosystem featuring dynamic subjects, perfect services and efficient mechanism integration, and spare no efforts to build a national model and pioneering area for integrated innovation and development, as well as a national pilot area for innovative economy cultivation. Improving development levels with a focus on collaborative innovation

As the seat of the Chairman Unit and Secretariat of the YRD Innovation and Entrepreneurship Demonstration Base Union, Yangpu will leverage the advantage of one map (YRD Entrepreneurship Map), one coupon (Innovation & Entrepreneurship Coupon) and one secretariat, tap the potential of third-party institutions such as Step Holdings and National Eastern Tech-Transfer Center, and continue to promote the upgrading of the union's practical projects. With the general assembly of the union as an opportunity, Yangpu will promote all-round and multi-dimensional cooperation and exchanges among the union's members. Meanwhile, Yangpu will continue to enhance "YRD Innovation and Entrepreneurship Service and Exchange Platform", realize intra-city government services in YRD, and help improve employment services in YRD. Yangpu will actively coordinate with YRD collaborative institutions in Yangpu, to explore a new mechanism for win-win cooperation, and strive to include more resources and elements in the union, to constantly enhance the connotation and level of the union.

Expanding influence with a focus on branded events

With two annual innovation & entrepreneurship events - National Mass Innovation and Entrepreneurship Week and Global Entrepreneurship Week as the basis, YDRC will make persistent efforts to create a regional atmosphere of innovation & entrepreneurship: it will organize the Shanghai session of National Mass Innovation and Entrepreneurship Week, and strive to promote more branded projects via national platforms; will explore the development of an innovation & entrepreneurship highland in Binjiang, Yangpu, to add splendor to the development belt of Binjiang; will prepare for Global Entrepreneurship Week, plan it along with "Innovation China" - YRD Union Session, and deliver Innovation & Entrepreneurship Ecology Summit, to further boost enterprises' development enthusiasm, and develop Yangpu into a highland for the development of specialized, refined, distinctive and innovative enterprises, as well as a hot land for innovation & entrepreneurship.

Strengthening support with a focus on industry cultivation

YDRC will give play to the driving role of leading enterprises in various fields by all means, to strengthen the integrated innovation of enterprises in all sizes; strive for support and guidance from the national and municipal development and reform commissions, pay close attention to the special support policies of the CPC Shanghai Municipal Committee and the Shanghai Municipal People's Government for new R&D institutions, and explore an innovation & entrepreneurship ecology cultivation mechanism for the national innovation & entrepreneurship demonstration base that integrates R&D, incubation and investment; YDRC will seek to establish a primary-level contact point for national innovation & entrepreneurship based on the Yangpu Innovation & Entrepreneurship Development Service Center, implement relevant national innovation & entrepreneurship strategies and missions in YRD, bring together various innovation elements and resources, and promote the development of more "sic-tech giant" enterprises, "hidden champion" enterprises, as well as specialized, refined, distinctive and innovative enterprises.

Focusing on the digital economy

Coordinating industrial innovation and segmentation

The Fourteenth Five-Year Plan for the Development of Shanghai's Digital Economy proposed to increase the added value of Shanghai's digital economy to 3 trillion yuan, accounting for more than 60% of Shanghai's GDP, increase the proportion of the added value of the core industries of the digital economy to about 15%, and include Yangpu in the trillion-level "Zhonghuan Digital Innovation Industry Belt". To be better aligned with national strategies and municipal plans, YDRC, together with relevant departments, has conducted a preliminary review of the development of Yangpu's digital economy:

There are currently close to 5,000 digital economy enterprises in Yangpu, with a total annual output value of nearly 500 billion yuan. Among them, the output of the core industries of the digital economy exceeds 100 billion, roughly accounting for one third of the overall size of Yangpu's digital economy. On the whole, Yangpu's digital economy shows a high degree of concentration and contribution (Yangpu's digital economy enterprises include more than 40 leading online new economy enterprises like Meituan, ByteDance, Dada, Bilibili and Xiaohongshu, whose annual revenues account for more than 50% of the total size of the digital economy), is prominent in key industries (with nearly 4,000 software and information service enterprises, the digital technology application industry shows huge potential), and industry digitalization has a significant impact on traditional industries. In 2023, with a focus on the high-quality development of the digital economy, Yangpu will promote the development of a high-level pilot area for sci-tech innovation and a modern industrial system. Establishing the "digital economy" identification model

Based on big data, Yangpu will use an enterprise "gene identification" toolbox, to improve the connotation and scoping of the digital economy in two aspects: digital industrialization and industrial digitization, build a scientific and effective identification system, and establish a database of target enterprise subject to monitoring.

Exploring the segmentation of the "digital economy"

In accordance with the Fourteenth Five-Year Plan for the Development of Shanghai's Digital Economy, based on Yangpu's three 100-billion-yuan-level industrial clusters, as well as its leading and superior key industries, YDRC will explore the segmentation and classification of identified digital enterprises, further analyze the industrial characteristics and spatial distribution features of digital economy enterprises in Yangpu, and help Yangpu increase its contribution to the development of Shanghai's Zhonghuan Digital Innovation Industry Belt.

Creating a digital economy indicator system

According to the municipal indicators, based on with the characteristics of Yangpu, YDRC will explore the establishment of a regular monitoring indicator system for the development of the regional digital economy, to lay the foundation for further analyzing the overall size, features, advantages and development direction of Yangpu's digital economy.

Conceiving support policies for the digital economy

YDRC will conduct a quantitative evaluation of the implementation effects of Yangpu's industrial policies, and revise and improve them; will develop the key fields of the digital economy under the principle of "one zone, one field", and conceive support policies to boost Yangpu's digital economy.

Focusing on the development of Binjiang

Improving investment quality and effects

As the place where the concept of "people's city" was proposed, the core area for the implementation of the concept, as well as an emerging growth pole for Yangpu's function of "radiating from the center". To integrate into and serve national strategies and overall municipal development, deeply involve itself into the development of the Huangpu River and the Suzhou River, and create a model for people's city building, YDRC will work with relevant departments to map out a development strategy for Binjiang, Yangpu. Next, YDRC will make good use of the results of the strategic research on Binjiang and Fuxing Island at the city and district levels, strive for the inclusion of them as a strategic focus of Shanghai, promote the overall transformation and development of the area, and advance the key work as follows:

Improving the coordination mechanism with a focus on the development of Binjiang 

Relying on the overall development mechanism of urban areas, as well as the special work initiated by the Shanghai Municipal Bureau of Planning and Resources and the Shanghai Municipal State-owned Assets Supervision and Administration Commission, YDRC will comprehensively analyze the situation of land resources in the central and northern sections of Binjiang, promote innovations in mechanisms, explore paths, and accelerate the revitalization of idle land resources, so as to speed up the overall renewal of the area.

Reserving projects with a focus on long-range planning

To further expand effective investment and stabilize investment, YDRC will plan early to reserve a number of major projects. According to the progress of community renovation and land storage, YDRC will make thorough checks to find out the actual situation, and reserve enough development space for major functional projects in the second half of the "fourteenth five-year" period, and work out a detailed work list for the coming three years, to ensure sufficient project reserves and sustained efforts.

In 2023, according to the national and municipal plans, YDRC will make clear the current situation and task of regional economic and social development, conduct elaborate organization and early planning, conduct mid-term evaluations of the outline of Yangpu's "Fourteenth Five-year Plan" and 19 district-level special plans, transform the evaluation results into the specific ideas and measures of promoting the  economic and social development of Yangpu, promote the implementation of the plans, better activate the vitality for innovative development, create a model for people's city building, and promote the development of Yangpu into an urban area advanced in four aspects.

Taking account of the current situation and planning for the future

With a focus on solving problems, meeting demand and achieving results, YDRC will design evaluation methods in a scientific way, bring its initiative into play, and fully draw on the results of third-party evaluations by think tanks and experts.

Developing new methods and updating concepts

YDRC will develop new evaluation methods and approaches, update evaluation concepts, resort to the Internet, big data and other new technical means, and adopt questionnaires, online surveys and other ways, to comprehensively reflect the actual situation of Yangpu's economic and social development, and make evaluations more professionals and scientific.

Opening the door for evaluations and encouraging participation

YDRC will keep the door open for evaluations, involve research institutes, market players and the public in evaluations, and fully solicit opinions and suggestions from NPC deputies and CPPCC members.
