2023 is the 5th anniversary for Shanghai to carry out the One Net for All government service reform. The Yangpu District One Net for All special team, together with the Publicity Department of the CPC Yangpu District Committee and the District Integrated Media Center, jointly launched a series of reports on the 5th anniversary of the One Net for All in Yangpu, focusing on the reform of our district’s service processing channels and presenting the convenience brought by the One Net for All reform.

Over the past five years, the Community Affairs Acceptance Service Center of Changhai Road Sub-district in Yangpu District has handled over 3,200 One Net for All services, nearly 1,000 one-stop services, and a total of 353,000 people were served. Through WeChat official account, pocket book manual activities in the hall, square activities and other forms, the center carried out regular publicity of One Net for All, further improving residents awareness of One Net for All, and comprehensively upgrading the awareness and influence of One Net for All.

Two exemptions from submission improves the convenience of handling service

The Community Affairs Acceptance Service Center of Changhai Road Sub-district actively implements the requirements of the "One Network Service" reform, relying on digital tools such as Shanghai Mobile Service code and Electronic License to continuously optimize the service experience of residents, improve their efficiency in handling affairs, and implement the most practical measures of "reducing materials, links, time limits, and movement".

Recently, Mr. Zhang, a resident, went to the center to apply for a one-time family planning reward fee for elderly retirees. When the staff checked the required materials, they found that he did not bring his household registration book. Just as Mr. Zhang thought he was going to make a trip for free, the window staff immediately informed Mr. Zhang that according to the work requirements of two exemptions from submission, he could obtain Mr. Zhangs electronic certificate for processing. Finally, Mr. Zhang completed the application process on the spot and expressed great satisfaction with the intelligent processing of the One Net for All.

"Remote assistance" to enhance user experience

The Community Affairs Acceptance Service Center of Changhai Road Sub-district is making every effort to create a 15-minute government service circle, moving the window to the doorstep of residents, and setting up a remote assistance service station in the First Neighborhood Committee of Guohe Road.

Recently, Ms. Li, who lives in the country and the neighborhood committee, found that her medical record book was used up. She heard from her neighbors that the neighborhood committee could handle the replacement, so she tried to go for consultation. After learning about Ms. Lis needs, the neighborhood committee staff immediately operated on a machine and connected to the online service system of the acceptance center through remote professional equipment. The window staff provided video answers to the acceptance business. In less than five minutes, a brand new medical record book was handed over to her. I didn't expect to be able to change the medical record at my doorstep. Its really becoming more and more convenient now! Ms. Li said happily.

Multi form promotion to expand the awareness of online offices

The Community Affairs Acceptance Service Center of Changhai Road Sub- district actively carries out the offline promotion activity of One Net for All, comprehensively introducing the convenient functions of the One Net for All platform and the Shanghai Mobile Service APP, such as online reservation, certificate issuance, and information inquiry, through the placement of promotional display boards, distribution of promotional brochures, and on-site interaction with the public.

The staff also provided on-site guidance, consultation, and Q&A on services such as two exemptions from submission and efficient completion of one task that received high attention from citizens, guiding the public to handle matters in person, online, and nearby. It is reported that more than 500 promotional materials and brochures were distributed at the event site, and more than 70 people downloaded and followed them.
