Build Dimensional Government Service Matrix, Jiangpu Road Sub-district Brightens Golden Brand of Efficient Service 丨Yangpu Voice of Online Government Service ㉒ December 01,2023

2023 is the 5th anniversary for Shanghai to carry out the One Net for All government service reform. The Yangpu District One Net for All special team, together with the Publicity Department of the CPC Yangpu District Committee and the District Integrated Media Center, jointly launched a series of reports on the 5thanniversary of the One Net for All in Yangpu, focusing on the reform of our district’s service processing channels and presenting the convenience brought by the One Net for All reform.

From “visiting one department only” to “making no travel”, from “approval without meeting” to “enjoying policy without application”, from “able to process” to “easy to process”... Over the past five years, the Jiangpu Road Community Affairs Acceptance Service Center in Yangpu District has focused on meeting the needs and expectations of the people, continuously deepening government service reform, exploring innovative service models, allowing residents to complete tasks at their doorstep and building entrance, and truly achieving speed in online services, Offline service has warmth.

24-hour Non-stop Service to Enhance the Satisfaction of Businesses and the Public

In order to promote the effective connection between the supply of government services and the needs of businesses and the public, and to ensure that “more data transmission, and fewer people’s travels”, the Jiangpu Road Sub-district Community Affairs Acceptance Service Center has successively opened four self-service points in Liaoyuan West Road Neighborhood Center and other places.

Among them, as the first 24-hour One Net for All self-service point in the city to enter commercial buildings, Baodi Square self-service point has processed and queried more than 4,800 items since its establishment, becoming the most frequent self-service terminal service point in Jiangpu Road Sub-district. It greatly meets the service needs of white-collar workers in surrounding commercial buildings and breaks the time limit of government services, further enhancing the experience of the “15-minute government service circle”.

Ms. Xu, who works in the office building of Baodi Square, needs to provide her social security payment record to the employer in the near future. After learning about the 24-hour self-service terminal service point of 2023 is the 5

th

anniversary for Shanghai to carry out the One Net for All government service reform. The Yangpu District One Net for All special team, together with the Publicity Department of the CPC Yangpu District Committee and the District Integrated Media Center, jointly launched a series of reports on the 5

th

anniversary of the One Net for All in Yangpu, focusing on the reform of our district’s service processing channels and presenting the convenience brought by the One Net for All is located on the first floor of Building C in Baodi Square, I spent my lunch break coming and handling it. Ms. Xu successfully printed the “social security payment form” in less than two minutes according to the simple and understandable instructions on the self-service machine, eliminating the trouble of travelling back and forth. She completed the task at the entrance of the building.

Service Innovation and Thoughtfulness Solve the Difficulties Faced by Disadvantaged Groups in Handling Service

This year, the Jiangpu Road Sub-district Community Affairs Acceptance Service Center has launched three innovative measures to solve the difficulties faced by disadvantaged groups in handling service: firstly, establishing a small team for door-to-door assistance, so that the elderly and residents with limited mobility can handle matters at home. Secondly, we will provide appointment services, and the center will upgrade extended services to an online appointment processing mode, covering the entire 22 neighborhood committees in Jiangpu community. Another option is to set up remote virtual window extension service points, where residents can enter the queue and call system of the reception center by picking up their numbers at the neighborhood committee. They can experience remote services without meeting offline, screen to screen, and solve the pain points of “unable to do online and unable to travel” for elderly people with limited mobility. This will help residents transition from “able to do” to “easy to do” and then to “like to do”.

An elderly person living in the “Hai Shanghai” community was recently hospitalized for a period of time due to a cerebral infarction. After discharge, his mobility became very inconvenient and he wanted to apply for long-term care insurance, but was unable to go out. After learning about the situation, the on-site assistance team took the initiative to come and apply for long-term care insurance for the elderly, effectively solving their difficulties in handling affairs.

It is reported that since the implementation of assistance and appointment services, the Jiangpu Road Sub-district Community Affairs Acceptance Service Center has served over a hundred community residents.

For the past five years, Yangpu District has always adhered to the reform concept of “people’s city for the people”, and has always regarded the expectations of the business and the public as the goal and direction of the One Net for All reform. The next issue will bring the results of the Yanji New Village Sub-district in Yangpu District. Let’s have a more detailed understanding of the changes in government services in Yangpu.
