Over the past five years, the Yangpu District Bureau of Culture and Tourism has continuously enhanced its proactive service awareness, improved its service capabilities and levels, opened up channels for communication between government and enterprises, proactively provided cross disciplinary services for telephone consultations and expired certificate renewal enterprises, informed the online application process and required materials in advance, and conducted extensive publicity and guidance through various means, gradually forming a normalized and standardized online service.

Guided by the demands of businesses, Yangpu District accurately alleviates the difficulties and obstacles encountered by businesses in the process of handling various matters, and builds a communication bridge between government departments and the businesses and the public through the One Net for All platform, thus providing point-to-point solutions for businesses.

Online Processing to Secure Rapid Permit Change for Entertainment Business

This year will see tremendous applications for the biennial renewal of entertainment business licenses. In order to facilitate service for businesses and shorten the processing time for them, the Yangpu District Cultural and Tourism Bureau has extensively promoted and guided businesses to change from submitting printed materials through offline windows to uploading electronic application materials through the One Net for All platform without leaving their homes, truly achieving the goal of “more data transmission” and “fewer people travels”.

Mr. Li, who is in charge of Shanghai Pure Zhonghe Entertainment Co., Ltd., learned from the Yangpu District Cultural and Tourism Bureau that the entertainment business license renewal now can be processed online throughout the entire process. Under the guidance of the staff, Mr. Li completed the service in just four days with zero travel through the online processing mode of One Net for All platform, reducing the processing time by 16 days and two travels compared to offline processing. After receiving the new entertainment business license, Mr. Li said the online processing mode is very convenient and fast. Businesses and the public can complete the task without using it to go back and forth, truly eliminating the people’s worries.

Since the launch of this service, Yangpu District Cultural and Tourism Bureau has completed online certificate renewal for a total of 32 entertainment venues, receiving widespread praise from businesses.

“Digital Preliminary Service” Secures Smart Archiving for Murder Mystery Game

In addition to setting up KTVs, Internet cafes, game machines and other matters, the Yangpu District Cultural and Tourism Bureau also vigorously promotes digital services in the newly launched service for murder mystery game, guiding businesses to handle archiving matters through One Net for All, making it more convenient for businesses to handle service.

In addition, in order to smoothly promote the registration of the new business model of murder mystery game culture in Yangpu District, the District Cultural and Tourism Bureau conducted visits and research on the operators of murder mystery game in the region, providing consultation and guidance on how to use One Net for All to handle registration, and providing preliminary service for operators.

Since the launch of this service, 11 businesses including Shanghai Mimei Cultural Communication Co., Ltd. and Shanghai Mibao Cultural Communication Co., Ltd. have applied for archiving materials online through the One Net for All system. After being reviewed by the District Cultural and Tourism Bureau, the archiving process was completed on the same day and a registration certificate was issued, achieving Yangpu Speed in optimizing the business environment.

On Open Day of One Net for All, Service Was Reported for Bringing Convenience to the People

The One Net for All team of Yangpu District Cultural and Tourism Bureau regularly holds Open Day activities in the cultural and tourism field at the Yangpu District Government Service Hall, introducing administrative licensing matters and administrative filing procedures related to the One Net for All in the Yangpu cultural and tourism industry to businesses and the public, so that everyone can truly feel the convenience brought by digital services.

At the One Net for All Open Day activity, the District Culture and Tourism Bureau publicized and guided seven online services in the field of culture and tourism, including the establishment of Internet access service business site license, establishment of entertainment venue business license, establishment of domestic literary and artistic performance group license, establishment of domestic performance venue business record, commercial performance license, art business record, and murder mystery game record, thus effectively enhancing the awareness, recognition, and participation of businesses and the public towards various online services.
