For long, Yangpu District Archives Center has been active to cooperate with Shanghai One Net for All government service reform, continuously expand online service methods, provide “trans-regional file retrieval and convenient services” for livelihood archives in the Yangtze River Delta region and national file retrieval services, solidly promote “few travels for people and more data availability”, thus improving the grade of archive utilization service, and upgrading the convenience of file retrieval for citizens.

“Center & Community Collaboration” to Make More Innovations of Service Mechanism

The Yangpu District Archives Center has pioneered the “Center & Community Collaboration” service model, expanded the channels for archives processing, and included 14 types of livelihood archives query services such as marriage archives and only child certificate archives in the city's unified processing. It has been integrated into the "one network unified processing" platform for government services, enabling people to access the community affairs acceptance center for file retrieval nearby, effectively solving the problem of file retrieval nearby. On the basis of this mechanism, it also enriches the categories of livelihood archives access, improves livelihood archives data, and sorts out various livelihood themed archives such as marriage, only child, and educated children returning to Shanghai, serving more than 20,000 citizens to access archives every year.

In addition, in order to facilitate citizens’ access to and use of archives, Yangpu District Archives Center has intensified archive-disclosure efforts while significantly improving the refinement of archive appraisal.

Different-place Archive Reference to Bring Convenience to the People

As Yangtze River Delta becomes more integrated, recent years has witnessed more frequent demands for trans-provincial utilization of livelihood archives. The Yangpu District Archives Center, adhering to the goal of “bringing practical benefits to the people”, focuses on the “different-place archive reference to bring convenience to the people” for livelihood archives in the Yangtze River Delta region. It is active to provide “different-place archives reference” in the Yangtze River Delta, so that citizens with such needs no longer need to take travels. In this way, it effectively solves the problem of trans-provincial archive reference for citizens.

Previously, Ms. Shen, a Shanghai citizen, needed to retrieve the only-child certificate file she obtained in 1998 when handling retirement matters at the Community Affairs Acceptance Service Center of Dinghai Road Sub-district. The window staff searched the city’s livelihood archives utilization service platform, but unable to prove she had previously applied for the only-child certificate. Therefore, she resorted to Yangpu District Archives Center.

The staff of Yangpu District Archives Center learned that Ms. Shen is born in Changshu, Jiangsu Province. They immediately contacted the Changshu Archives Center, finding out that Ms. Shen’s only-child certificate file is stored there. According to the mechanism of “different-place archive reference to bring convenience to the people” for livelihood archives in the Yangtze River Delta, the two archives centers coordinate to complete the processing of Ms. Shen’s only-child certificate file reference. The Changshu Archives Center sent the applicant’s only-child certificate file through EMS. In just two or three days, Ms. Shen received the required file information at her doorstep, saving time and energy from traveling back and forth.

“Electronic Permit & License” to Store Valuable Data

The Yangpu District Archives Center, focusing on the growing demand of the people for archives utilization services, realizes sharing of electronic permit and license through the One Net for All platform. It adopts measures such as service improvement, data empowerment, and mechanism optimization to focus on the needs of the people. At the same time, it continuously provides convenient, high-quality, and efficient archives services to the public, enhancing their sense of acquisition and satisfaction in the field of archives.

Days ago, the staff of Yangpu District Archives Center received an emergency call for help from Mr. Feng, a local citizen. Due to the need to complete retirement procedures, he urgently needs a document from over thirty years ago to prove his length of service. The staff carefully recorded Mr. Feng’s recruitment time, the name of the workplace, and the relevant information about his work in other places. They found Mr. Feng’s archival materials in the electronic full text of multiple recruitment rosters in the Center’s collection system, and provided proof of his more than ten years of service through this material, safeguarding his actual personal rights and interests. Mr. Feng sent a gratitude letter. “The receptionist at the window is truly kindhearted, who serves the people wholeheartedly,” Mr. Feng wrote in the letter.

The Uniform Logistics Secure Rapid Reach of Archive Data

Through the One Net for All and Mobile Shanghai Service platforms, the Yangpu District Archives Center has also launched a “Uniform Logistics” for archives. Citizens only need to “click on a webpage” or “open an applet” to quickly submit their application for archival inspection. After approval, the archival will be sent to citizens through EMS, truly achieving “no face-to-face processing” and “no need to travel to the office”.

Ms. Xin, a local citizen, applied for a mortgage to purchase an apartment, who urgently needed her marriage records with her husband Mr. Zhou. However, due to being out of town, she was unable to come to the District Archives Center for reference. So she thought of calling for help. After receiving a call for help, the window staff informed Ms. Xin that she could directly apply for archive retrieval to the District Archives Center through “Shanghai Mobile Service” app. After the application is approved, the District Archives Center would directly send the archives materials through the “Uniform Logistics” EMS, without the need for her to personally come to the Archives Center.

Subsequently, after receiving Ms. Xin’s application for retrieval, the District Archives Center followed the One Net for All retrieval process for livelihood archives to promptly review and send out the marriage documents. Ms. Xin’s request was properly resolved.

For the past five years, Yangpu District has always adhered to the reform concept of “serving the people in the city”, and has always regarded the expectations of businesses and the public as the goal and direction of the One Net for All reform.
