“Business Code” Service Makes the Pilot Test of Joint Governance of Food Safety

The Market Supervision Bureau of Yangpu District is active to develop the application scenarios of the “Business Code”. This year, it is the first to launch the “Business Code” to empower joint governance of food safety, so as to improve quality and effectiveness of government services.

In the past, when doing food safety supervision, law enforcement personnel had to enter restaurants for on-site inspection, and consumers could not really see the real-time scenes in the restaurant’s kitchen. Nowadays, by combining the “Business Code” and the “Internet plus+open kitchen” project, consumers only need to scan the basic license information of the restaurants. If they want to gain more information, they can also click on the video to view the real-time situation of the kitchen. At present, 51 restaurants in Yangpu District have adopted the “Business Code” and “Internet plus+open kitchen”.

In addition to disseminating the offline application of “Business Code”, Yangpu District Market Supervision Bureau is also active to expand “Business Code” to online food delivery platforms, so as to secure multi-level applications. At present, the business licenses and permits of some restaurants displayed on Meituan food delivery platform have been replaced by “Business Code”. By scanning the QR code, people can read multi-dimensional information of the business. While enhancing the transparency of restaurants and protecting consumers’ right to know, it also drives consumers to choose restaurants with higher safety factors, thus creating a standard and safe dining environment for consumers in all aspects.

“Online Registration” Platform Helps Accelerate Corporate Registration

Through the electronization and data sharing of domicile registration materials, Yangpu District Market Supervision Bureau has made innovative model of business domicile registration. It joins hand with the Special Task Force of One Net for All to launch the “Online Registration” business registration domicile materials collection system, which collects the domicile information such as the name of the investors, the property right certificate, the floor plan and the lease contract, the names of both parties to the contract and the uniform social credit code (the natural person provides the ID card number), the lease address, the term and other lease information. At the same time, it builds the domicile information data management platform, realizes “one file for one venue” of the investors, and collects various data through the “code” to form an integrated, formatted and standard domicile information.

When the applicant provides proof of domicile (business premises) for corporate relocation registration, they only need to submit the QR code provided by the investors on the “Online Registration” platform and present the house rental contract. As of now, the platform has recorded the domicile information of more than 50 investors, benefiting more than one thousand businesses.

“Young” Studio Builds Golden Brand of Corporate Service

The Market Supervision Bureau of Yangpu District is active to transform its service concept from government-centered “coming to me for service” to business-centered approach of “leaving it to me”. It has launched the “Young” studio service brand. Based on this, it continuously iterates and upgrades to launch various convenient services.

Changyang Campus “Chuangxiang” is the first pilot test of “shop assistant style service” in Shanghai to achieve “no going out and zero travel for government service”. The Market Supervision Bureau of Yangpu District has upgraded its 24-hour “Chuangxiang” service and established the Changyang Campus Service Station of the “Young” Studio to guide people in handling the entire “Chuangxiang” process online.

Even more, the Market Supervision Bureau of Yangpu District has set up designated service stations for “Young” studios in all sub-districts in Yangpu, regularly arranging business backbone staff to provide services such as “service application” and “troubleshooting” for businesses. At the same time, it collaborates with national university science parks of Fudan University, Tongji University, Shanghai University of Technology, and Shanghai Power to carry out college student innovation and entrepreneurship policy entry activities. At the same time, the “Yue” monthly lectures are also launched, focusing on the “rework points”, “blank points”, and “error-prone points” of entities in business processing. In the form of “one session per month, one lesson per session”, vivid and and detailed video explanation services are provided to resolve doubts for business entities.

In addition, the Yangpu District Market Supervision Bureau, in collaboration with the Yangpu District Special Task Force of “One Net for All” to launch an online “Young” studio at the flagship store of the Mobile Shanghai Service Corporate Cloud Yangpu District this year. At present, this special zone includes four major sections, namely Yue Activities, Yue Monthly Lectures, online “model rooms”, and application documents, aiming to provide convenient service experiences for businesses and the public without leaving their homes.
