“One Net for All” Secures Faster Project Approval丨 Yangpu Voice of Online Government Service ⑪ October 26,2023

2023 marks the 5th anniversary of One Net for All government service reform in Shanghai. The Yangpu District Task Force of One Net for All, together with Publicity Department of CPC Yangpu District Committee and Yangpu Convergence Media Center, jointly release series reports on One Net for All to celebrate the 5thanniversary of this government service. These reports focus on Yangpu reform of service handling channel to present the convenience brought by One Net for All reform.

Yangpu District Construction and Administration Commission has always adhered to technology-driven development, taking intelligence as the breakthrough point, and stimulating government service to improve and business environment to optimize. Taking sensitivity of business entities and the public as the benchmark, the Commission has deepened the reform of management mechanism while reshaping administration methods. At the same time, it makes great efforts to streamline service procedure and rebuild workflow. By continuously combining One Net for All with approval service, it effectively improves the transparency and predictability of administration approval, focuses on strengthening operational and post-operational supervision, and achieves the goal of highlighting “standards in pre-operational process, inspection in operational process, punishment in post-operational process and credit in lifelong process”. It makes strict reforms. By optimizing internal process, it leverages collaboration between service windows and various departments, actively engages in external communications and publicity, adopts the highest standards and best levels, makes overall progress, and enhances better experience of One Net for All.

Online Approval to Accelerate Project Construction for Businesses

To address common problems such as tight schedule and heavy tasks in engineering projects of businesses,, Yangpu District Construction and Administration Commission has taken innovative measures in construction approval and acceptance, e.g. “zero window service and offline meeting” approval. It adopts “remote consultation and online approval”, so as to secure online application and approval through One Net for All platform.

The Bilibili Shanghai KIC International 16-18F is a major project in Yangpu District. When the project owner encountered urgent problems related to decoration and felt loss, staff of the District Construction and Administration Commission took the initiative to contact the owner, explain the approval procedure to it, and guide it to apply for online construction permits through online video in the “one-on-one and hands-on” approach. After the drawing approval, the construction permit approval was completed in only 20 minutes to ensure smooth commencement of the project.

Compile Service Guide to Make Construction Easier

The District Construction and Management Commission is active to make One Net for All reform. Focusing on such service items such as review of plans of construction projects within the scope of watercourse in Yangpu District, the review of construction project plans within the scope of river management, the approval of temporary blockage of drainage pipelines, and the permit for urban sewage discharge into the drainage network (construction notification commitment). New online processing channels are added, and a guide for handling is prepared based on the new items, clarifying the time limit and processing contents. For instance, processing location and time will be updated synchronously on the One Net for All platform. By continuously improving the guidelines for handling various matters, the staff can greatly reduce errors caused by unclear contents during the processing, and further improve efficiency.

Since online channels are opened for service applications, a total of 66 items have been completed. Among them, there are six waterway engineering projects processed for approval, nine waterway construction projects processed for approval, 44 temporary drainage permits for construction, and seven temporary sealing and drainage permits for construction.

Online Service Assistance to Provide More Considerate Service for Businesses

Yangpu District Construction and Administration Commission has always adhered to the principle of “wholeheartedly serving the business and the public as shop assistants”, and is eager to provide intelligent service experience, and other service means such as “easy service”, “quick service”, and “face-to-face service”. By actively promoting the professional assistance mechanism for online high-frequency matters, and taking into account the specific situation of the service applicants, we adopt channels such as telephone consultation and online consultation to answer their questions while clarifying their doubts, thus creating a “face-to-face” government service that is both fast and warm.

Mr. Ji, the person in charge of Hanhai Information Technology (Shanghai) Co., Ltd., encountered difficulties when uploading materials through the One Net for All online port. Due to the large amount of materials in the company, the upload process encountered problems, which made him feel uneasy. He immediately sought help from online helpers. After understanding the situation, the staff helped him upload relevant electronic materials online through the system, and completed the processing in just half an hour.

For the past five years, Yangpu District has always adhered to the reform concept of “people’s city for the people”, and has always regarded the expectations of the business and the public as the goal and direction of the One Net for All reform. The next issue will bring the results of the Yangpu District Market Supervision Bureau. Let’s have a more detailed understanding of the changes in government services in Yangpu.
