2023 is the fifth year after Shanghai launched the reform of government services on Government Online-Offline Shanghai. The Leading Group for Government Online-Offline Shanghai of Yangpu District, the Publicity Department of the CPC Yangpu District Committee and Yangpu District Integrated Media Center jointly released a series of reports on the fifth anniversary of Government Online-Offline Shanghai with a focus on changes in Yangpu District’s government service channels to demonstrate the convenience brought about by the reform.

The Human Resources and Social Security Bureau of Yangpu District Government uses the Online-Offline Shanghai platform to continuously improve the efficiency of government services and make them more accessible to enterprises and the people. It continuously polishes the talent services brand, adopts a two-pronged approach to closely connect the government, enterprises and the people, and provides intelligent human resources and social security services to bring more benefits to the people and shorten the distance between enterprises and talents. By creating an all-field, all-factor and all-round service system and providing full-cycle and scenario-based services for enterprises, it strives to improve refined, humanized, convenient and standardized services and promote the development of enterprises in its jurisdiction in an all-round way.

Polishing the golden brand of talent services

The Bureau adheres to online and offline collaboration, combines its work with realities, focuses on people’s needs and continuously makes precise efforts. Since the launch of talent services on the Government Online-Offline Shanghai platform, the number of materials collected has been reduced by more than 50%, and the time it takes has been shortened by one-third through big data comparison. By the end of August 2023, the number of new talents, residence permits transferred to local household registers, reunited couples who used to live in different cities and returned overseas students had increased by more than 10 times.

In 2022, the Bureau launched several talent services brands to let Government Online-Offline Shanghai reach more enterprises and people, promote the extension of government services to communities and enhance the coverage and awareness of Government Online-Offline Shanghai.

“Yang’s Policy Lecture” explains latest policies to enterprises and talents through face-to-face lectures. In the past two years, 71 online and offline policy lectures for enterprises have been given, attracting more than 3,600 enterprises and more than 12,000 participants. “Yang’s Case Lecture” provides business guidance for enterprises and talents in the form of Q&As and case studies. Eight issues of case studies with different themes have been launched, attracting the attention of hundreds of people. “Yang’s Door-to-Door Service” meets the various needs of enterprises and talents through personalized door-to-door services. Four service sessions have been carried out, attracting hundreds of participants from more than 80 enterprises. “Yang’s Online Assistance” solves problems for enterprises and talents through 24/7 online Q&As. There have been nearly 5,000 consultations, including about 2,000 consultations from WeChat groups aimed at serving key enterprises.

These brands have greatly improved the policy awareness of Government Online-Offline Shanghai in the field of human resources and social security through innovative publicity and service models. Through active communication and promotion online and offline, channels for talents to learn about policies have been broadened, while confusion and anxiety about the procedures have been cleared. Comprehensive and multi-dimensional services have been made available to enterprises to help Yangpu District optimize its business environment.

Customized talent services from “Yangpu E-Career”

To help fresh graduates enjoy policy dividends and allow job hunters to feel the convenience in the reform of Government Online-Offline Shanghai, Yangpu District adopted an innovative employment service model for fresh graduates and launched the “Yangpu E-Career” section on the Suishenban app and the “Fresh Graduates Survey” function in October 2022 to address the employment or entrepreneurship dilemma.

After fresh graduates complete the survey in the system, it will accurately send them policies and detailed interpretations based on their needs and preferences to help them become familiar with employment and entrepreneurship policies. This is the first time that Yangpu District has combined a survey with the government service platform. The online survey can maximize the understanding of the dynamics of graduates and provide strong data support and guidance for the implementation of targeted employment services in the future.

Since the beginning of 2023, Yangpu District has carried out six rounds of online and offline surveys, covering more than 5,000 graduates.

Making appointments for personal career guidance online

Recently, Mr. Xu, a technician, successfully made an appointment with a consultant to seek help with employment in the “Career Guidance” (Appointment for Personal Career Guidance) section of the Government Online-Offline Shanghai platform. Having been working as a technician after graduating from college, he lost his job because he was no longer young and he had no chance of getting promoted or competitive advantages. He found it hard to get the same technical position again. His social circle and resources were limited to the technical sector related to his previous job. He had never learned any other skills in his career. Faced with the situation, Mr. Xu believed he was at a disadvantage and that he was being thrown out of society. Desperate to make a change, he did not know what to do. Although he wanted to start his own business, he was afraid to take the first step because he lacked resources. For these reasons, he was under a lot of stress.

After learning about Mr. Xu’s situation, the consultant used assessment tools to gain an in-depth understanding of his traits and career preferences and helped him find a new direction. Mr. Xu was grateful for the consultant’s guidance and advice. After making psychological adjustments and improving his job hunting skills, he became a grid supervisor, successfully making a change.

To meet the requirements of the Leading Group for Urban Digital Transformation of Yangpu District, the Bureau launched the “Career Guidance” (Appointment for Personal Career Guidance) section on the Government Online-Offline Shanghai platform in July 2020. By analyzing questions that arise in job hunting and career development, the section provides targeted suggestions for applicants, helps them find a new direction in their careers and clears confusion over career development online.

A three-step procedure for employment insurance registration

After a new employee joins a company, the human resources department needs to go through the employment procedure. Ms. Bao, an HR officer of KFC, a key enterprise in Yangpu District, skillfully logged into the Government Online-Offline Shanghai platform, found the right section and input the relevant registration information. The procedure was completed in three steps.

“In the past few years, the biggest change I’ve seen at work is convenience. In the past, I had to prepare lots of papers and take the company seal to the service center to queue up and get the matter handled. Now I can complete it easily online without leaving my office,” said Ms. Bao. If she has questions during the process, she can get answers on her cell phone. “I remember that I had a lot of problems due to unfamiliarity with the interface when I started using the Government Online-Offline Shanghai system two years ago. Thanks to the guidance of the staff, everything went well.”

In December 2021, the Government Online-Offline Shanghai platform launched an integrated service called “Employment and Social Insurance Registration for Enterprise Employees.” When companies recruit employees, they can complete employment registration and social insurance registration at the same time. In addition, the “Employment and Social Insurance Self-Service Area” was launched based on various integrated functions, which remarkably saves time and improves efficiency.

In June 2022, the “Enterprise Employees’ Demission and Social Insurance Suspension Registration” service was launched simultaneously on the Government Online-Offline Shanghai platform and in the Shanghai Human Resources and Social Security Self-Service Handling System, allowing demission registration and social insurance suspension registration to be handled online when an employer and an employee cancel or terminate their labor contract. On the basis of “one form of declaration, simultaneous processing and integrated feedback,” rules, electronic seals and receipts have been further unified to achieve mutual recognition and instant settlement.
