Yangpu District Health Commission launched a one-year program at the beginning of 2023 according to the

Interim Measures for Clinic Registration Management

jointly formulated by the National Health Commission and the National Administration of Traditional Chinese Medicine in 2022. Clinics that had obtained a Practice License of Medical Institution before the implementation of these measures can directly get registered.

Ms. Xu, the person in charge of Xu Yanchun Dental Clinic, went to a service window for the annual clinic verification and raised questons about the matter. “Can diagnosis and treatment be carried out normally after the implementation of the registration system?”

It happened that the director of the Supervision Office of Yangpu District Health Commission was providing on-site assistance at the window. After learning about Ms. Xu’s concerns, he patiently explained the system to her. “The introduction of the registration system aims to promote the healthy development of small clinics. It will not affect their operations.” Then, Ms. Xu completed the one-stop application process smoothly under the guidance of the director.

Since the reform of Government Online-Offline Shanghai began, Yangpu District Health Commission has continuously improved the cadre assistance mechanism in government services, optimized the assistance model and integrated it into the construction of the government service system in an all-round way. On this basis, the Commission discovers and solves problems from a new perspective, continues to meet the needs of the people, promotes the reform of Government Online-Offline Shanghai and improves the efficiency of government services.

Less trips, more thumbs up

In June 2023, Mr. Li, the legal person of Shanghai Xinguang Hospital, learned that the application for additional items of diagnosis and treatment in the Practice License of Medical Institutions can be done on the Government Online-Offline Shanghai platform. Under the guidance of a clerk, he completed the pre-review and the final review online and received the new certificate by express delivery. “It’s very convenient! It benefits enterprises!” said Mr. Li.

Previously, applicants had to go to a service window twice to get the materials reviewed. Nowadays, the staff can directly print and review materials uploaded by the people of the Government Online-Offline Shanghai platform. The applicant only needs to send the originals to a service window by express delivery. The staff will prepare the certificate and send it to the applicant together with the originals. The number of trips has been reduced to zero.

“One-on-one” online consultation and zero distance from government services

In September 2023, the virtual window of the Supervision Office of Yangpu District Health Commission received a question from Ms. Li who worked at a beauty company: How to change the legal person of the health license of a public place and what materials need to be submitted?

A clerk provided Ms. Li with one-on-one online consultation by multiple means and helped her complete the change in just a few minutes.

In the past, the process took seven working days and required multiple trips. Now, it can be completed with one step at a virtual window. The electronic license will be effective immediately. There is no need to pick up the paper license because EMS will deliver it to the applicant.

The online comprehensive window uses the latest communication technology. Remote guidance can significantly reduce problems such as repeated submission of materials and inaccurate information, simplify the process and save the time of enterprises and citizens.
