The Housing Security and Administration Bureau of Yangpu District communicates with real estate companies and helps them solve problems to ensure smooth handover. In the meantime, it strives to improve service efficiency and speed up procedures. After handover service was made available on the Government Online-Offline Shanghai platform, it uses various functions flexibly to strictly control the handover process and reduce the approval time from 15 to 10 working days while completing necessary reviews and on-site inspections.

Since the beginning of 2023, the handover approval of six new residential projects has been processed, involving a residential area of 189,600 square meters.

Immediate issuance of certificates to real estate agencies

In response to problems concerning the registration of real estate agencies, the Housing Security and Administration Bureau of Yangpu District actively communicated with municipal departments. Thanks to the technical support of the municipal big data center, online registration service for real estate agencies was launched in June 2022. The service allows certificates to be issued on the day of registration, remarkably reducing the number of trips and the amount of time.

Since then, 60 cases have been accepted offline and 23 online. In all of these cases, immediate processing and issuance of certificates have been achieved, which has been acclaimed by real estate agencies.

Qualification application of real estate companies empowered by digital technology

Grade-two Qualification for Real Estate Development is a general qualification of real estate companies. In the past, real estate companies had to prepare a lot of materials and go through complicated procedures to get the qualification. Since the reform of Government Online-Offline Shanghai, the Housing Security and Administration Bureau of Yangpu District has reduced the approval time and materials by giving full play to the functions of electronic corporate licenses on the internet and Electronic Certification on the Suishenban app. The entire process that used to take 20 working days can be completed within a day now, including application, acceptance, review and issuance of certificates.

In addition, a commitment system is implemented to optimize the approval process and reduce corporate costs. Enterprises only need to fill in the statement of commitment to proceed when non-critical application materials are missing. By far, five such cases have been handled.

To improve housing rental experience and upgrade the process, housing rental services were launched on the Suishenban app. “One-stop” housing rental services that are all-round, multi-dimensional and market-oriented are available on the Government Online-Offline Shanghai platform. People and enterprises can look for, view and select housing on the cell phones, and learn about the location, the quantity and other types of information. Empowered by digital technology, facial recognition and electronic signatures ensure zero cost, zero material and zero trip throughout the entire process.

In addition, the Housing Security and Administration Bureau of Yangpu District actively promotes online assistance in online housing rental registration and answers questions that residents have over online registration in order to help people get government services.

One-stop services for real estate transactions

To solve problems that enterprises and the public have in real estate transactions, the Housing Security and Administration Bureau of Yangpu District continuously optimizes its services and takes multiple measures to improve the efficiency of real estate transactions. Through efficient collaboration among different government agencies, real estate licenses can be issued within five working days now.

Since the beginning of 2023, the comprehensive acceptance application for real estate transactions has connected transaction, registration and taxation departments to achieve “three in one” information collection and simplify the process. At present, enterprises can obtain the certificates on the day of application thanks to the “one-stop” services.

In addition, for matters such as housing status inquiries, the Housing Security and Administration Bureau of Yangpu District implements friendly policies and strengthens high-frequency data sharing with civil affairs, public security, market supervision and other departments to ensure that everything that should be done is done and that everything that should be exempted is exempted.
