Functions of Housing Security and Administration Bureau of Yangpu District of Shanghai
 
1. to implement the laws, regulations, rules, guidelines and policies related to housing security, housing construction, supervision and management of real estate market, and housing administration, and organize to implement the relevant laws, regulations, rules and policies;
2. to study to work out the development plans for housing security and housing industry in accordance with the overall plan of the national economic and social development of the district, and organize to carry out these plans;
3. to take charge of preparation of development plans for housing security, housing construction, housing completion and supporting facilities of the district, take charge of establishment and improvement of the housing security system of the district, plan and approve the projects for economical housing, low-rent housing and housing for relocated residents of the district, prepare the annual plans for various low-income housing work, and organize to carry out the plans;
4. to take charge of the management of housing transfer, including sales (presale) of commodity housing, trading and exchange of buildings in stock and house leases, take charge of the management of real estate agencies including the behaviors of real estate agents and management of real estate agency enterprises, and take charge of the filing and qualification management of real estate development and operation enterprises;
5. to take charge of the house quality management of the district, coordinate with relevant departments of the district to conduct review and approval or filing for the qualifications of housing development enterprises and project supervisory institutions for the approval of delivery of newly built houses;
6. to work out various systems regarding housing surveying and charting, registration of housing ownership and management of housing ownership and supervise the implementation of these systems, take charge of the management work of housing surveying and charting, issuance of housing ownership registration certificate and housing ownership files, establishes the unified housing ownership information system, and manage the system;
7. to take charge of the industry management of property management, including qualification management of property management enterprises, and guide, coordinate and supervise the operation of owners’ committee and management of the special fund for housing repair and maintenance;
8. to take charge of the administrative management of renovation, reform, removal, protection and reservation of residential housing, take charge of the protective management of excellent historical architectures, and coordinate with relevant departments of the district to promote the function improvement of the built housings;
9. to take charge of the organization and implementation of the reform of housing distribution system of the district, including the reform of housing distribution system, sale of public housing, rental adjustment of public housing, implementation of private house policies, long-term private house problems and management of religious estate operation agency;
10. to work out and supervise to carry out the regulatory systems for housing collection and removal and relocation of the district, lead to work out and organize to carry out the housing removal and relocation plans and annual removal plans, review and issue administrative permit for housing removal and relocation, establish information system for supervision and management of housing collection and housing removal and relocation, organize and coordinate the investigation and punishment for any actions that breach the regulations for housing removal and relocation;
11. to organize, coordinate and supervise the work of administrative law enforcement in housing construction, real estate market and property management, conduct administrative punishment for various actions that violate the laws and regulations, settle various disputes related to real estate ownership in accordance with the laws, and take charge of the work of defense in administrative proceedings;
12. to organize and coordinate the work the construction of spiritual civilization, external promotion and reports and spiritual promotion, and organize and coordinate the units within the administration to conduct various policy and business trainings;
13. to participate in the management of relevant funds for housing security and housing management, participate in the adjustment of rent for public housing, take charge of the collection of supporting project fee for housing construction, and utilize and manage the fees according to the annual plans that have been approved;
14. to take charge of the relevant work of accepting and hearing administrative reconsideration and defense in administrative proceedings.
