First Session of the Presidium of the 19th Congre...

The first session of the presidium of the 19th congress was held in Great Hall of the People, Beijing. Comrade Xi Jinping attended the meeting and made an important speech.

At the meeting chaired by Liu Yunshan, secretary-general of the congress, the list of the members of the standing committee of the presidium, which comprised Mr. Xi and other 41 comrades, was passed by the show of hands. 

Then, chaired by Mr. Xi, items were discussed according to the agenda. At the meeting, Liu Qibao, Meng Jianzhu, Zhao Leji, Li Zhanshu were elected as deputy secretary general of the congress. 

The examination report on the qualifications of representatives by the examination committee for the 19th congress was adopted at the meeting.

The report said that a total of 2,287 delegates were elected and approved by the central committee. After examination it was confirmed that 2,280 representatives were qualified.  And the congress would be attended by the 2,280 representatives. 

The report said that the central committee with Mr. Xi at the core attached great importance to the election of delegates to the 19th congress. Since last November, under the correct leadership of the central committee, all the electoral units had strictly abided by the party constitution, adhered to the party's nature and strengthened its leadership, while highlighting the political criteria and the advanced nature, paying attention to improving the representative structure, standardizing the process of delegate election, fully promoting intra-party democracy, exerting strict examination and following serious election discipline, so as to ensure that various work concerning the delegate election was carried out effectively. 

The report said that during the election, the grass-roots party organizations across the country were almost all involved, with the participation rate of party members reaching 99.2%. Each electoral unit, by adhering to a repeated process and widely soliciting opinions, giving top priority to political integrity, and strictly following the "four must" requirements, conducted careful review of the archive materials of the delegates to be, consulted the discipline inspection authorities for opinions on their conduct, verified the incoming messages about the candidates, and examined the personal life of the party members and leading cadres who were also candidates. Based on the opinions solicited and survey, some candidates found to be unqualified as delegate were removed,  and work was done to identify the delegates to prevent any imposture. The electoral units also held plenary meeting or enlarged meeting of the party committee (leading Party group) to name preliminary nominees for the delegate candidate by voting. With the exception that single-candidate election was applied in Tibet and Xinjiang upon the approval from the central committee, multi-candidate election was adopted by all the other units to elect the delegates to the 19th congress, with a more than 15% margin percentage which was in line with the standard set by the central committee.  After the representatives were elected, the process about the election was covered by major central news media with various forms.

The report said that overall the delegates to the 19th congress met the conditions set by the central committee, who all had good ideological and political quality, good conduct and strong ability of discussion, remarkable record with their work, and were outstanding member of the communist party. The representative structure and distribution were reasonable. There was a significant increase in the proportion of party members from the first line of production and work, so was the number of representatives of female party members and representatives of ethnic minorities. Also, the representatives were of a higher education level, at a reasonable age range, and had joined the party at different historical periods. The proportion and structure of the delegates to the 19th congress were in alignment with the requirements of the central committee, showing a wide representativeness. 

The report said that, as was the practice in the 18th congress, 74 specially invited representatives were approved by the central committee to attend the 19th congress, who enjoyed the same rights as those delegates elected. 

Election Measures for the 19th National Congress of the Communist Party of China (draft) was adopted at the meeting, and submitted to the delegations for discussion.

The meeting also arrived at an agreement on the matter of attendance and what guests to invite.  The central committee decided that some party leaders and non-party members should be invited to attend the congress. Present at the congress would be 405 people, including members of the 18th CPC Central Committee who were not the delegates to the 19th congress, alternate committee members, members of the Central Commission for Discipline Inspection, and members of the former Central Advisory Committee who were neither delegates to the 19th congress nor specially invited representatives. The 149 guests invited to attend the opening meeting and closing session would be current and former vice chairman of the NPC standing committee, non-party members assuming vice chairman of the CPPCC national committee, central committee members of democratic parties who were now in Beijing, vice chairman of ACFIC, non-party personages, religious representatives, as well as democratic parties, nonpartisan and ethnic religious figures who took position in standing committee of the CPPCC and NPC and who lives in Beijing. 

The meeting also approved the schedule of the 19th congress. According to the schedule, the 19th congress would open on the morning of October 18 and close on the morning of October 24.
