Reporter: how long have you lived in Yinhang Sub-district?

What changes to the sub-district have impressed you the most?

Wu Meijuan: in 1996, I passed an exam and transferred to a neighborhood committee of the sub-district as a full-time cadre from my former unit under Shanghai Construction Group. I remember how I rode a bike around the sub-district to supervise the work for the environmental hygiene of the community while chatting with the residents so as to understand their concerns.

Later on, I also work at Lusi Village and Kailu Xincun. And now I work at Beixin Neighborhood as Party chief.

I have worked and lived in Yinhang Sub-district for 21 years. And I remember when I just came to work here the residents still suffered from clouds of dust during sunny days and mud during rainy days due to the poor roads.

In the late 1980s, development of the central areas began, as witnessed by the building of blocks and roads, such as Zhayin Road, Zhongyuan Road, Kailu Road, Shiguang Road, Nenjiang Road, and Guohe Road. All these are important roads in the central areas. 
Though the sub-district is not a tourist attraction, or a business zone, it is quite a livable place, where all the daily needs of the people are well met now.

Here the markets are well built, alongside 9 medical stations, making it convenient for people to receive medical treatment including registration and prescription. After a family doctor sings the contract, the residents can enjoy preferences in many convenience services such as appointment treatment.

Reporter: we know that you are quite experienced in working at grassroots community, so what do you think are the major changes to the working pattern at such communities?

Wu Meijuan: in the last century, about 60,000 unemployed people came to the sub-district, who became the major concern of our work, and who would come to the neighborhood committee every day where we talked with them and found ways to help them.

Now our main concern is how to motivate the youth who respond only to Information-based approaches, so the old bottles cannot hold the new wine.

And that is why more and more young cadres of the neighborhood committee visit the communities, because we see them as our fresh blood.

In the past, we had to give notice door by door, but now we just sent it to the WeChat group and everybody learns about it.

But traditional things should be combined with the innovative approaches, because the senior need spiritual consolation which requires that cadres visit them on a daily basis.

Reporter: the first neighborhood committee of Zhayin Road is the pilot community under the "rite-ruled community" endeavor in Yangpu, and is also located in the Beixin Village where you are in charge. So what benefits has the endeavor brought to the residents?

Wu Menjuan: the endeavor started in 2016, and after a year's trial efforts, both the software and hardware construction of the project have been basically completed.

In terms of hardware, a "happy home" has been built in front of the neighborhood committee, which serves as an integrated platform for life services, such as caring for the old, parent-child activities, day care, meals for the old.

There is also the "love home" to provide various services, which receives kind donation on a daily basis, and serves as the platform for residents to lend tools and dock their common wishes.

In terms of software, there is the love team, formerly the team helping the blind, which operates quite well in helping the blind and managing the love home.

As for funds, the committee has established a Love Foundation to support residents in their self-help and mutual help.

So far, the committee had built a complete operating system in terms of hardware, software, funds and stuff.

The endeavor to build a rite-ruled community had injected vigor to the community, and helped the residents bask in the warmth of love.

Reporter: based on your 21 years of work in the grassroots, what can you share with us about your feelings?

Wu Meijuan: here in the sub-district both the residents and the cadres feel their happiness index has improved significantly.

When I just came to the sub-district, I only took a low salary, but in the past few years grass-roots cadres have seen their income and their office environment increased greatly. And as the management system improves, our professional sense of honor also increases.

The cadres in the sub-district spend lots of time each year solving problems for the residents, with each cadre, be they cadre of division level or lower, holding himself accountable for the work of the neighborhood committee.

Now I also teach and train Party secretaries and directors of the neighborhood committees who are young, and so far 60 of them have received my coaching in six groups. I hope that more and more young cadres will take part in the work of the community.

National model worker witnessed the changes to industrial zone

Spinning wheels reappear at the riverside corridor

The buzz has gone but its memory stays alive

Via Haizhou Road through Guiyang Road and to the Yangshupu Road, and this is how Huang Baomei used to go to work.

2866 Yangshupu Road, where the former National Cotton No. 17 Factory was located, is now where the Shanghai International Fashion Center stands.

In 1953, Huang Baomei was among the first group of national model workers, and the only one from the factory she worked at.

In 1958, famous director Xie Jin shot a movie based on her story.

She joined the factory at 14 and retired in 1986, and the 42 years had seen the great changes to the industrial zone along the Yangshupu Road.

"In the past, we got very bustling scenes there."

She said that lots of major factories lined the riverside, which operated around the clock.

Many of the factories had tens of thousands of staff, and it was very hard to get on a bus during the rush hours. Also, the surrounding shops were thriving.

Since the 1930s, Yanghupu was home to more than 300 industrial enterprises engaging in textile, shipbuilding and papermaking, and so it was known as the cradle of modern Shanghai industries. 

The factory where she worked just faced the riverside, so every day you could see cotton in and gauze out, all shipped along the Huangpu River.

"Each time I saw the full-loaded boats come and go, I felt like I could see how the gauze we produced go to their destination and finally turn into clothes to be put on by our people.”

"Later on, the factory was move to Defang, Jiangsu, and a thing that left me quite a sad woman at first. But I came to see the light that it was for the development of the city, which required reforms and changes."

In 2006, the renovation plan for the factory was finalized. So, based on the designs formulated by Xia Bangji, famous French architect, the construction on the project began to turn the old factory into Shanghai International Fashion Center, and the smell of spinning gave way to elements of fashion.

The designs, by keeping an eye on preserving historical sites, add much cultural quality to the project. While the French style lends much romanticism to the garden, the shoreline, several hundred meters in length, makes it possible for people to enjoy a richer experience.

According to her, in the past the riverside region was not quite interconnected.

"Factories were separated by walls, none was open to the outsiders, and nobody ever walked along the river."

In July this year, with the 2.8 km shoreline which starts from Yangpu Bridge to the Pier located in Qinhuangdao Road coming into services, the industrial sites being preserved and endowed with new connotations, the landscape belt would be gradually open to the citizens.

"Now the riverside is totally different, looking more like a scenic area."

Huang Baomei often visited the old factory in the company of her workmates, and took photos by the Huangpu River.

Along the corridor by the river there is a model called "mill corridor" in the form of a spinning wheel, which climbs up the slope across the corridor, as if telling an old story of the age when spinning wheels were busy operating.

Since the spinning wheel is there, the memory about the time will also exist.

Ji Xinhua, CEO of Ucloud

After working at a famous company for more than ten years, he, driven by his confidence in the prospect of Mobile Internet, and embarking on a rough entrepreneurship journey, is now a successful boss who used to be an Internet security expert, or a tech-savvy.

At the beginning, faced with several options for the place of incorporation and giving full considerations to the advantages of Yangpu in industrial agglomeration, industrial chain, preferential policies, and the ongoing construction to turn it into a benchmarking zone of cloud computing in Shanghai, Mr. Ji chose Yangpu Cloud Computing Innovation Base, located where Weide Road and University Road cross as the registration place for his company.

Then, as the company kept growing, it was moved to the Entrepreneur Public Training Base in Guoding East Road, and Urban Concept Software Information Service Park in Longchang Road, which are all within Yangpu District, a place where his dreams took the wings.

The first step is always the hardest.

In the early days of UCloud, it faced many problems in administration, personnel management, and financial management. Fortunately, the imbark bases in Yangpu offered many "batch" services in terms of trial production, site allocation, staff training, policy consultation and financing docking, thus providing strong support for entrepreneurs and advice on having their problems solved.

With the various services in place, entrepreneurs always got the support they needed to achieve a leaping growth, got the resources to have their burdens reduced, and felt very much part of the district.
Mr. Ji said that he had seen the rapid headways achieved by the district in entrepreneurship and innovation over the past five years.

So far there are more than 7,000 small and medium-sized S&T enterprises operating in Yangpu, with a rapid increase in the number of "Internet plus" and "four new economy" enterprises, of which a number of tech companies have entered a stage of accelerating growth, making Yangpu a perfect destination for creating miracles in innovation and entrepreneurship.

In 2009, Mr. Wang left Princeton University as a computer science graduate.

After working two years in Google, He sensed that the golden time for Chinese Internet was drawing nearer, so he decided to return home to chase his dreams.

In 2013, he and two of his friends had his company officially registered in Fudan Science Park.

And at that time he had only a very vague idea about how to register a company.

Fortunately, the business sector of Yangpu provided him with strong support and help as much as could be.

In the initial stage of his start-up, he found it impossible for an entrepreneur like him who had not a regular pay to buy a house.

But thanks to the supportive policy for the entrepreneurs in Yangpu, he managed to have his two kids live in a talent apartment inside the garden.

In addition, the garden subsidized his company in terms of office occupancy.

And a convenient access to medical treatment was also in place, which mattered much for an entrepreneur.

With all concerns solved, Mr. Wang and his team started to devote themselves to their business. 

He felt quite grateful to the great age and the government for their support and help.

They kept pace with the times, showed willingness to accept new things and actively welcomed new changes.

In June this year, Yangpu invited him to share his ideas on the impacts of artificial intelligence on education at the study meeting by the central group of the district committee.

His speech was welcomed with applauses, and many government departments hoped that he could deliver a speech about the changes and trends in their units.

As their business expanded, they were also seeking a larger space for their future growth.

Not long ago, with the help of the Youth League Committee of the district, they got the chance to find a venue for working at Changyang Campus.

And the sound entrepreneurship ecology and advanced park development concepts appealed to them quite well. 

Based on Yangpu, they were confident that their company would welcome in a brighter future.
